Srinagar, May 22: Dy CM Surinder Choudhary today chaired Sub-Committee Meet on Gair Mumkin Khads along with Hon’ble Ministers Javed Ahmed Rana & Javid Ahmad Dar at Civil Secretariat Srinagar.
The meeting was attended by Shaleen Kabra, FCR, who is holding the said chair since more that 5 years & 07 months but neither he did any thing positive to resolve the issue nor as ACS, Jal Shakti he took reports from his Chief Engineer, I7FC, who is also the authority to provide report of Khads in papers & actual Khds.
Ramesh Kumar, Div Com Jammu & other concerned Officers also attended the meeting.
He directed for public consultation, strict & time-bound submission of report to ensure justice and relief to people.
Above all it is to mention here that on ground there is no any orders on ban for sale/purchase of such lands & no any Revenue Law can be imposed on lands falling in Master Plan areas because Master Plans has catagorically mentioned no construction zones with distance from River, Canals & Khads.
It is also to mention here that CM Constituted committee of Minister in September, 2025 & on today more than 08 months has lapsed but it is the only 3rd meeting but nobody knows when the final outcome shall come out despite clearcut court orders in PIL in October, 2017, SRO 456 of 2017 was issued on 25th Oct 2017 & thereafter 02 ACs Decisions were approved by LG Manoj Sinha dtd 29th October 2022 & dtd 25th July 2024 & same time Shaleen Kabra was FCR & till today he is holding the said chair but could not resolved the simple issue despite so many such clarifications but not removed to bring some competent officer, who could resolve the issue in a week time raised questions on working of Shaleen Kabra as FCR & ACS Jal Shakti, as matter pertains to both departments only & question on LG as well for not removing him for non compliance of his orders?
