Jammu, May 19: J&K Govt ordered for imposed penalty of withholding of one annual increment Government vide Govt Order No. 80-JK(Edu) of 2026, details with CTN read as under:-
WHEREAS, a complaint was received from Ms. Raqia Begum against Mr. Altaf Javaid Dar, Senior Lecturer in Zoology, Government Higher Secondary School Saaj, Thanamandi, alleging that he had contracted a second marriage without obtaining prior permission from the Government;
WHEREAS, upon preliminary examination of the matter, the department deemed it appropriate to initiate formal disciplinary action. Consequently, an Article of Charges supported with Statement of Imputation were served to the alleged lecturer through Directorate of School Education, Jammu for submission of written statement of defense;
WHEREAS, Director, School Education, Jammu, vide letter No. DSEJ/Gaz/lect/33456 dated 19.06.2025, forwarded the response submitted by the said lecturer for further necessary action;
WHEREAS, the response submitted by the lecturer was examined and Mr. Mohammad Anwar Banday, JKAS, Additional Secretary to the Government, School Education Department vide Government Order No. 614-JK(Edu) of 2025 dated 25.09.2025, was appointed as inquiry officer to inquire into the matter;
WHEREAS, the Inquiry Officer, after conducting a detailed inquiry, submitted his report establishing that Mr. Altaf Javaid Dar had violated Rule 22(10) of the J&K Employees Conduct Rules, 1971, by contracting a second marriage without prior permission of the Government, and recommended imposition of a penalty of withholding of one annual increment (with or without cumulative effect, as deemed appropriate by the competent authority;Sutvie
WHEREAS, the findings and recommendations of the Inquiry Officer were placed before the competent authority, and upon due consideration, the authority accepted the findings and decided to impose the penalty of withholding of one annual increment without cumulative effect;
NOW, THEREFORE, sanction is hereby accorded to the imposition of the penalty of withholding of one annual increment (without cumulative effect) upon Shri Altaf Javaid Dar, Senior Lecturer in Zoology, for violation of Rule 22(10) of the J&K Employees Conduct Rules, 1971, in accordance with the J&K Civil Services (Classification, Control and Appeal) Rules, 1956.
