JAMMU: Chief Town planners in JMC/ JDA etc are meant for designing/ planning of jurisdictions falling under their department.
It is different on ground Mr Raina,STP JDA , seems to be bothered for his own development rather than development of department. It is not understood that why he has been assigned additional charge of Town Plannin. Why not department is posting other eligible on the post?
Recently department attached other competent CTP of town planning thereafter posted in JMC on lower post of STP is a mockery.
Mr Raina's efficiency or vested considerations can be seen from one plan vide submit no. 984 which was submitted to JDA on 20.10.2011
He is holding for NOC of ACR Samba who also posed like a big boss and is sitting on NOC which already stands issued by commission headed by ACR Samba & staff of JDA followed by ACR dated 2/15.
Pertinent to mention that on the same plot residential plans were sanctioned by JDA around six months ago.Being Mix land use permissible on same road as per Master plan of 2021 application for commercial use was moved by the applicant.
This speaks intelligence or vested considerations of Mr.Raina, the self styled STP who did not bother for department’s own bye laws of mix land use and interestingly has been assigned double charge for the reasons known to Government is a matter of concern.
When contacted for the case he told that DLM and VC are not clearing plan as they looking for ACR Noc.Even he was informed to show the clear NOC of Ex. DLM in para 37 & 38 of his old file for the same land, same size of plot of 1 kanal 19 marlas, which information applicant got through RTI .
How many times one has to NOC ?, again very strange to inform that in same Khasra no. and in-adjoining , JDA is constructing housing colony, for which same STP would have designing and allowed big constructions opposite to applicants plot.
But the self styled STP Mr. Raina clearly defied bye laws specified in Municipal bye laws of 2011 in ch.3 is a matter of concern.
Shall some authority in the department enquire into the illegalities committed by the big boss Mr.Raina, the self styled STP JDA, who pose to very close to Government, so working on two posts and openly violating norms of department.
It is pertinent to mention here that his efficiency/ competence can be seen in formulating Master plan of 2032, which was recently highlighted in a leading Daily.
However a complaint into the matter has been filed to Dy CM, Commissioner Housing and VC JDA and let us see the outcome, if nothing will speaks of his powers which he talks for shall be proved .
It is urged to H&UD department to abolish the Bye Laws of 2011 as on line guidelines are not being followed by such big boss like Mr.Raina STP. Deemed sanction & PSGA etc are null & void in ground, is an example in JDA
