Kishtwar, September 14: Under the directions of Deputy Commissioner Kishtwar Pankaj Kumar Sharma (JKAS), the Assistant Commissioner Development, Kishtwar, Manoj Kumar (JKAS), visited Block Marwah and conducted a comprehensive review of the implementation of various developmental schemes, besides inspecting ongoing works at different Panchayats of the Block.
During the review meeting, the ACD took a detailed assessment of the implementation of VB-GRAM-G, with particular emphasis on Person-Days generation as per the normative allocation, especially against the funds released for the first quarter.
He directed the field functionaries to ensure maximum generation of Person-Days before the commencement of the pause period from October 15 to November 13.
Emphasizing the twin objectives of providing wage employment and creating durable rural assets, the ACD directed the BDO and field functionaries to ensure effective implementation of the scheme at the grassroots level.
He further directed immediate e-KYC of all left-out GRGCs and completion of e-KYC of 100% skilled and semi-skilled workers. Inputs were sought from Panchayat-level functionaries regarding pendencies and bottlenecks, with directions to resolve the same on priority.
He also stressed that timely payment of wages under VB-GRAM-G must be accorded utmost priority. The ACD also reviewed the progress under District Capex, UT Capex, ABDP and APDP, and directed the concerned officials to expedite the execution of sanctioned works.
He stressed the need to pursue the contractors concerned and issue notices wherever required, while ensuring quality and timely completion of works, keeping in view the limited working season in the Marwah area.
Taking serious note of unauthorized absence and poor performance of officials, the ACD issued show-cause notices to two officials. Besides, termination proceedings were initiated against one GRS and one CICO for dereliction of duties.
The ACD made it clear that indiscipline, negligence and unsatisfactory performance would not be tolerated and directed all functionaries to remain accountable and deliver results in the field.
Later, the ACD conducted an extensive field inspection of developmental works in Nowpachi-A, Nowpachi-B, Yourdoo, Pethgam, Qaderna-A, Qaderna-B, Changer and Tiller.
He inspected the worksites and passed on-spot directions for ensuring quality execution, durability and adherence to prescribed specifications. He also directed that Community Information Boards (CIBs)/Janta Boards be installed at every worksite for transparency and public awareness.
During his interaction with the local population, the ACD sensitized the people about the provisions and benefits of the VB-GRAM-G Scheme, encouraging eligible households and workers to avail themselves of wage employment opportunities and participate in the creation of durable community assets.
He highlighted the importance of the scheme in addressing the developmental disadvantages of remote and difficult areas.
The ACD also attended a Nasha Mukt awareness programme at Green Valley Public School, Nowpachi, where he sensitized students and the general public about the harmful effects of drug abuse. He also highlighted the importance of sanitation, community participation and effective implementation of VB-GRAM-G for improving the socio-economic conditions of rural communities.
The ACD was accompanied by Sh. Irshad Ahmed Waza, BDO Marwah, along with JE/TA, Panchayat Secretaries, PAAs, MIS Operator, GRSs and other field staff.
