Srinagar, Aug 24: National Health Mission, Jammu and Kashmir's Mission Director, Ms Akriti Sagar(IAS) has ordered that salaries of all eligible NHM employees across the Union Territory be processed regularly every month and disbursed by the last day of each month, to prevent delays in payment to healthcare workers.
Mission Director, NHM J&K order said that employees working at the State headquarters, divisional and district offices as well as field-level health institutions and units.
The order said the process of preparation and initiation of salary bills shall begin well in advance each month to ensure sufficient time for verification, authorisation, processing and disbursement.
The concerned Drawing and Disbursing Officers have been directed for timely preparation, verification, authorisation and submission of salary bills of eligible NHM staff under their respective jurisdictions.
The order makes it clear that no avoidable delay should occur at the DDO level.
Order added that the Finance Management Group, NHM J&K, will conduct a review during the last week of every month with concerned DDOs to assess the status of salary bills, pending cases, deficiencies and technical or system-related issues that could affect timely payment.
The FMG has also been tasked with ensuring timely processing and disbursement of salaries through the prescribed SNA-SPARSH mechanism. It will coordinate with SNA-SPARSH/PFMS authorities, banks, Treasury and Finance authorities and other technical agencies whenever required.
The NHM directed that any technical, financial, procedural or system-related issue affecting salary processing must be immediately brought to the notice of the FMG.
Also, the concerned officer of the FMG Section has been directed to monitor salary processing and disbursement on a monthly basis and ensure that all salary bills received from DDOs are processed in time for payment by the last day of the month.
The order states that the salary of any employee shall not be withheld or delayed without valid and recorded justification and approval of the competent authority.
Where withholding of salary is warranted under applicable rules or for administrative or disciplinary reasons, the concerned DDO will have to record the reasons and bring the matter to the notice of the competent authority,” the Order said.
The Mission Director has also warned that lapses, negligence or avoidable delays at the level of DDOs or the FMG resulting in delayed salary payments will be viewed seriously. Responsibility will be fixed on the officials responsible, with appropriate action initiated as per applicable rules and procedures.
The FMG has been directed to maintain proper monthly records of salary processing and disbursement for all NHM staff, including field-level employees, along with details of any delays, reasons and action taken for resolving such issues. The order applies to the entire NHM J&K and covers staff working at State, divisional, district and field-level health institutions and units.
