CAT issue contempt notices to Cabinet Secretary, Health Secretary & Secretary of CVC

New Delhi, May 28: The Nainital Bench of CAT, has issued contempt notices to the Cabinet Secretary, Union Health Secretary, and Secretary of Central Vigilance Commission in a matter related to the downgrading of the Appraisal Report of Uttarakhand Cadre IFS officer Sanjiv Chaturvedi.

It may be underlined that Sanjeev Chaturvedi has been known for his constant endeavor. Probably it is for the first time that contempt notices have been issued to a Cabinet Secretary in service matter of any officer.

In a Petition filed in CAT in July 2017, Chaturvedi had alleged that his Appraisal Report for Financial Year 2015-16 was downgraded from outstanding to zero APAR.

Notably, the Central government had in December 2017 filed an application before CAT for the deletion of the name of the then Cabinet Secretary in the matter.

While rejecting the application in April 2018 it said that since the officer was selected for the deputation post with the approval of the then Cabinet Secretary he was a necessary party in the matter.

The Division Bench of CAT on 21st April issued show cause notices against the three officials for non-compliance of its orders dated 23.02.2023 and 23.03.2023.

The next date of hearing is fixed on July 09, 2025.
