JAMMU, May 27: A meeting of Guidance Council of JKEEGA was held on 24-05-2025 at PDD Complex Bemina & Gladini Jammu to discuss & deliberate upon agenda viz-a-viz Non Serious approach of Government towards Regularization of PDD Engineers & Arbitrary transfer of 25 AE & 25 AEE posts to JKSPDC vide Government Order No : 73 of 2025, Dt: 20-05-2025 thus diluting SO- 927 of 2019 & SO-134 of 2020.
The meeting was attended by members of guidance council members from Junior Engineers to Chief Engineers.At the onset of the meeting Er.Pirzada Hidayatulla, President JKEEGA at Srinagar and Er Sachin Tickoo, General Secretary JKEEGA at Jammu extended warm welcome to respective guidance council members.
After the initial briefing the council members were informed that post holding a protest by power engineers under the banner of JKEEGA during the month of Jan-2025 regarding non regularization of PDD Engineers, The Establishment Committee on 20th Jan held a much awaited meeting of Regularization of Engineers and cleared the proposal ,bringing the much needed respite but little did the power Engineers across the UT know that this is shortlived and step motherly treatment shall continue .
Despite lapse of more than 04 months ,the MoM of said meeting has not been issued and circulated thus raising doubts on the intentions of Government. It was briefed that all democratic means viz-a-viz Calling upon Hon’ble Chief Minister, Worthy Chief Secretary and other officers were exercised,but all in vain .
Further it was briefed that unnecessary queries post holding meeting of Establishment committee are being raised by one of the committee member thus delaying issuance of MoM and subsequent regularization of engineers who are waiting for due right of regularization since 2019 after SAC approved same. The Guidance Council in one voice condemned this two yard stick approach viza viz Power Engineers and other services Further JKEEGA lamented the Arbitrary diversion of 25 AE & 25 AEE Posts from JKPDD to JKSPDC in a hastily manner to benefit JKSPDC engineers at the cost of JKPDD engineers was briefed and it was given to understand that post unbundling of Power Development Department into various Corporations, SO 927 of 2019 & SO-134 of 2020 incorporating the overall cadre strength of PDD including leave reserve and deputation reserve posts were issued by Government of J&K.
Since JKSPDC was carved out from JKPDD way back in 1989 and assets were transferred to said corporation without any sanctioned post, Government constituted a committee headed by Managing Director JKSPDC vide Order No: 86 of 2021, Dt : 01.04.25 for authenticating the actual sanctioned strength of Engineering cadres of JKSPDC. The committee had been mandated to go into the details about the creation of various categories of posts, sanctioned cadre strength as per records and also examine the issues of appointment/placement or promotion of the employees made beyond the sanctioned strength /creations if any.
Accordingly the Managing Director JKSPDC the chairman of the said committee vide his communication no PDC/ADM/2588-99 Dated: 08/12/2022, submitted the report /recommendations of committee which was examined and it has been held that and a Govt. order No: 56-PDD of 2023 Dated 02/05/2023 had been issued notifying and freezing the total sanctioned strength of the J&K State Power Development Corporation, and laid down certain conditions explicitly in the aforesaid Govt order to ensure strict check on any diversions any stage.The Govt. order 56 of 2023 Dated 02/05/23 reads “Therefore in suppression of all previous orders on the subject, the sanctioned strength of the JKSPDC forming Annexure -A to the Govt. order 56 of 2023 Dated 02/05/2023as contained in the report of the committee constituted vide GO No 86-PDD of 2021 Dated 01/04/2021 was issued for future reference with the following condition”.
The posts already notified vide SRO 927 of 2019, SRO 928, SRO 929 OF 2019 and SRO 930 OF 2019 dated 28th Oct 2019and SO 134 of 2020 Dated 23/04/2020 as the cadre strength of Power development department shall in all cases be filled by deputation from Power Development department and shall not be available for promotion etc for employees of JKSPDC at any stage and in any case. In this backdrop the issuance of the Govt. order No: 73-JKPDD of 2025, Dt: 20.05.25 order by Administrative department allowing utilization of 25 posts at AEE and 25 at AE level for promoting JKPDC Cadre without any rationale and in violation to all rules and norms thus altering the very basic nature of SO927of 2019&SO 134, Dated: 23.04.20 which was basis of Cadre Strength of JKPDD approved by SAC.
This all is being done without resolving the issue of regular promotions in the PDD and Hon’ble High court order on reservation in promotion also has not been brought to logical conclusion leading to non-filling of hundreds of vacancies.
The guidance council post deliberation on all above issues resolved that a 17-days’ notice to Government for issuance of orders for regularization of retired and in-service engineers of JKPDD as per SAC decision258/22/2019,Dt:22-10- 2019 including issuance of MoM of ECS Committee meeting held on 20-01-2025 before 12-06-2025, failing which one day protest on 12-06-2025 shall be held by power engineers across J&K with support of All India Power Engineers Federation followed by further stringent protests within democratic means.
It also appealed to the Hon’ble Lt.Governor and Hon’ble Chief Minister to intervene and take stock of the HR issues of Power Development Department so that the power engineers are not forced to go on protest leave.
