Where is “BOCA” of JMC & JDA standing?

JAMMU, Jan 17: Time & again CTN has publicized the violations made by JMC/JDA in contravention to Municipal Bye Laws of 2011 & Master plan of 2021 but no actions on defaulting officers by the Government is matter of great concern.

Municipal Bye Laws of 2011 in chapter 3 speaks as if the allied departments do not provide NOC within a period of three week, it should be treated as NOC on their part. It is a matter of great concern to be looked into by the competent authority that how many NOC’s are not cleared by the allied departments within stipulated period fixed  in bye laws.  Action u/r for non compliance be initiated against them to teach them a lesson for non compliance and  in real they are the dead woods.                         

CTN has a record of such non compliances made by the officers in violation of bye laws for not providing NOC well in time and  no actions are recommended by the BOCA heads speak of efficiency of the concerned. 

If JMC/JDA heads will follow the guidelines issued in Municipal bye laws of 2011 in chapter 3,  lakhs of rupees would have been generated as a sanction fee.                         

However on the complaint of one applicant whose NOC has been withheld by ACR Samba more than the time frame prescribed in by laws,  has been forwarded to Vice Chairman JDA by the Govt. vide No. HUD-84/2015/JDA dated 16.01.2017 to furnish a factual report in the matter. 

It shall burst a scandal if a detailed enquiry into the matter be initiated for such violations.
