JAMMU, May 04: It is very appreciable that Mehbooba Mufti, the Chief Minister of J&K has taken a very serious view of the PSGA of 2011, which was framed for public. She had also ordered that DC’s & SSP’s shall be responsible for public delivery in their respective districts. She had also ordered to set up a system by which DC’s & SSP’s can hear the public grievance on Tuesday & Thursday between 2 to 5 P.M. by which genuine concerns can be resolved.
It has been noticed by the CTN that by way of PSGA of 2011, Government has taken lot of departments under the coverage of PSGA to deliver the jobs of the public in a specified period of time but the big bosses did not bothered to verify whether it is implemented on the ground with letter & spirit.
Cross Town News has record of lot of the departments where PSGA had been seen as an eye wash as it was not bothered by the big bosses of the concerned departments. Let us in the first instance take the case of JDA that how many plans of different constructions has been sanctioned within prescribed period of time as per PSGA of 2011 & it will be seen even DLM section of JDA would have not accorded NOC as per the time for the plans sanctions by his own department. CTN has a record of some communication of Div. Com. Office, which are not replied by his subordinates causing delay but the office of the big boss also did not bothered to taken actions for noncompliance.
Divisional Commissioner, Jammu as chairman of UTEIC should start from his office first by verifying that how many plans he had kept pending for NOC for further sanctions. He should also see the action taken report on his communications to the concerned for early clearance of such plans under UTEIC shall speak the truth of PSGA of 2011 that how many 30 days are over for according sanction of plans for constructions in violation of PSGA of 2011.
Only talking/speaking of PSGA of 2011 shall not bring efficiency but strict actions on the defaulting officers for noncompliance of the Act will definitely bring some gear up in the system for implementation of the Act in letter & spirit.
