Despite clear cut directions from DC Samba after Commission’s report followed by orders of then VC JDA for vacation of a 16 M plot, which stands encroched by JDA but said file was being thrown here & there by the officers for the reasons best known to them.
Time & again Div Com, Jammu communicated to VC, JDA to resolve the issue but caused delay in public works & by depending on Revenue Officers, the issue was not resolved despite clear cut report submitted by DC Samba vide No. DCS/SQ/2024-25/203/206 Dated. 25.04.2025 regarding encroachment by JDA but JDA Bosses did not acted again.
Div Com Jammu vide letter dtd 10/2025 asked VC, JDA for actions but VC did not following which WP(C) 3645/2025 was filed in High Court upon the communication issued by Div Com & High Court vide order dated: 24.12.2025 ordered VC, JDA to act upon communicated issued by AC(C) with Div Com Jammu within a period of 04 weeks but now more than 09 months have been lapsed but VC, JDA & his team is sleeping over the clear cut issue.
It is to mention here that again on the directions of Div Com, SDM, Vijaypur vide No. SDM/V/2025-26/1731-1733 Dated: 28.02.2026 communicated to DJM, JDA with the actual dimensions under encroachment of JDA but then also officers preferred to close their eyes ?
After representation by applicant for non compliance by VC/DLM/Tehsildar, JDA, Div Com again by following previous reminders vide No. 502/Misc/Samba/26/309 dated. 11.06.2026 asked VC, JDA to resolve but it has been come to understand that JDA throwing ball here & there, in a case of playing delay tactics, mala fidies, other considerations despite clear cut report of Revenue Officers of Samba, who are the custodian of Revenue Record, raised some questions on VC/DLM/Tehsildar JDA?
