Jammu, June 16: Government established Tourism Development Authorities & sanction was accorded for deployment of huge staff & among all Patnitop Development Authority was also notified & Master Plan of which was notified in the year 2000 in ref, of J&K Development Act of 1970 & COBO Act was enforced & CM's were nominated as Chairman of the said authority & thereafter LG is the Chairman.
After publications by cross Town News, then Secretary Tourism, Sarmad Hafiz vide GO dtd 03.11.2023 constituted a committee headed by Director Tourism to submit report in 15 days for framing Master Plan of PDA but that 15 days never ended.
Thereafter, Div Com Jammu on 14th October, 2023 after conducting a meeting over the issue asked Director Tourism, CEO, PDA to do the needful in one month ?
Above all it is to mention here that around 15 Lakhs rupees have been wasted for framing of revised Master Plan of PDA but its outcome is big Zero.
Managing Editor Cross Town News, Rajesh Gupta in public interest made requests to LG, Manoj Sinha over the harassment being caused to public on hinderances being caused for new developments due to non publication of revised Master Plan of PDA because Building Bye Laws of year 2000 cannot be applicable in year 2026, otherwise it is needed to be revised after every 05 years by reviewing the need of the days.
However, LG Office took action and forwarded the representations to ACS/Commissioner/Secretary, Tourism vide No. LGS-1(GR) 25/439 Dated. 24.01.2025 followed by reminders dtd. 13.06.2025, LGS-1(R) 26/917 Dated. 28.02.2026 for appropriate actions for Master Plan but outocme is still awaited.
It is to mention here that Special Secretary, Tourism is going to hold a meetingof CEOs to discuss the formation of Master Plans of Development Authoritys at 11.30 AM on Today, but till the time Officer will not understand basics of J&K Development Act of 1970 by which Development Authorities were constituted, UBBL of 2021,which also falls under ambit of J&K Development Act of 1970 & COBO Act, which all are being implemented by H&UDD being creator of all such acts & bye laws, shall not be easy to issue directions over revised Master Plans as all Phase-I Authorities were constituted more than 26 years back and how Building Bye Laws of 26 years back can be utilized on today, which is illegal act.
