DSE Jammu directs rescued trafficked children be provided free and uninterrupted access to Education

Jammu, May 18: In compliance to Apex Court orders, Director School Education Jammu Naseem Choudhary issued clear instructions that no child is denied access to education on account of procedural or documentation related constraints.

The Order copy with CTN reads as under:

                         Sub:  Compliance of Hon'ble Supreme Court directions dated 15.04.2025 passed in CRL.A. No. 1927 of 2025 (PID: 100152/2025} titled Pinki Vs State of Uttar Pradesh and Another - regarding admission of rescued trafficked children. (SEC 11). Ref.:- Communication No. Edu/LGLO/Kmr/33/2026-10 {7727918) dated 21.04.2026 received from the Administrative Department.

"The Administrative Department vide communication under reference, has forwarded a copy of the judgment dated 15.04.2025 passed by the Hon'ble Supreme Court of India, wherein, at para No. 81(h), the Hon'ble Court has directed as under:-

''Para 81 (h}:I We direct the State Government to ensure that the trafficked children are admitted in schools in accordance with the provisions of the Right of Children to Free and Compulsory Education Act, 2009 and continue to provide support for their education."

Accordingly, the School Education Department, vide communication under reference, has directed that a circular be issued to all Chief Education Officers, Zonal Education Officers, and Heads of Institutions, instructing them to ensure the prompt and hassle free admission of rescued trafficked children in educational institutions without insisting upon procedural formalities that may cause unnecessary delay and all the concerned authorities shall ensure that such children are provided free and uninterrupted access to education, including the provision of textbooks, uniforms, and other essential academic support under the applicable government schemes.

Institutions shall also extend necessary counselling and psychological support to facilitate their emotional well being, social reintegration and continuation of education in a safe, supportive, and child friendly environment.

ln view of the above, all Chief Education Officers, Zonal Education Officers, and Heads of Institutions are hereby directed to ensure strict and time bound compliance with the aforesaid directions of the Hon'ble Supreme Court of India, read in conjunction with the instructions conveyed vide communication dated 21.04.2024, in their true letter and spirit.

They shall take all necessary measures to facilitate the immediate admission and continued education of rescued trafficked children, ensuring that no child is denied access to education on account of procedural or documentation related constraints.

All concerned officers and institutions shall further ensure the provision of free educational facilities, including textbooks, uniforms, counselling, and other necessary support mechanisms aimed at the rehabilitation, protection and overall welfare of such children.

Any lapse or negligence in implementing these directions shall be viewed seriously.
