IAS Officer Raghav Langer as part of NMC Delegation attends FSMB AM  in USA


JAMMU, May 08:Dr Raghav Langer, Secretary, National Medical Commission (NMC), along with Dr M.K. Ramesh, President, Medical Assessment and Rating Board, NMC, attended the 114th Annual Meeting of the Federation of State Medical Boards (FSMB) held in Baltimore, Maryland, USA from 30 April to 2 May 2026. The meeting, themed “Building Trust, Advancing Regulation,” brought together medical regulators and healthcare leaders from the United States to deliberate on evolving issues in medical regulation, licensure, ethics, patient safety and the role of emerging technologies including Artificial Intelligence in medical practice.  

This was the first time that NMC was invited to attend the FSMB Annual Meeting as a ‘special invitee’, reflecting the growing international engagement of India’s medical regulator, which today oversees one of the world’s largest medical education ecosystems comprising 818 medical colleges. The visit provided an opportunity to exchange regulatory experiences with FSMB leadership, including Dr George M. Abraham, Chair of FSMB, and Dr Humayun J. Chaudhry, President and CEO of FSMB.  

The NMC delegation also undertook institutional visits to the National Board of Medical Examiners (NBME), Philadelphia, Penn Medicine Institute, University of Pennsylvania and the FSMB office in Washington, DC. Discussions with NBME President and CEO Dr Peter J. Katsufrakis focused on assessment systems, common licensing examinations, content development, faculty training and the use of modern assessment tools. NBME is internationally known for its role in developing and managing assessments, including the USMLE in partnership with FSMB.  

On the sidelines, the delegation held discussions with Dr Eric Holmboe, President and CEO of ECFMG (Education Commission for Foreign Medical Graduates), on matters relating to Indian medical graduates seeking international pathways, including ECFMG certification, sponsor notes, credential verification and coordination mechanisms between ECFMG/Intealth and NMC. ECFMG certification remains a key requirement for international medical graduates seeking entry into accredited graduate medical education programmes in the United States.  

The delegation also interacted with representatives of the International Association of Medical Regulatory Authorities (IAMRA), including Chair Ms Nicole Krishnaswami, and with doctors of Indian origin serving in medical regulatory roles across various U.S. state medical boards. Discussions covered clinical residency pathways, board certification, licensure mobility across states through U.S. compact mechanisms, and emerging pathways for internationally trained physicians.

Under the leadership of Chairman Dr. Abhijat C. Sheth, National Medical Commission has been actively working in areas such as strengthening the National Medical Register, benchmarking minimum standards with international best practices, improving assessment frameworks, and deepening institutional cooperation with global medical regulatory bodies.

Pertinent to mention that Raghav Langer hails from Jammu and during deputation to Jammu and Kashmir , has remained Divisional Commissioner Jammu.
