Jammu, Apr 21: There are questions on Shaleen Kabra, ACS, in JKUT Govt over non compliance of SRO 456 of 2017, DB orders in PIL, LG's ACs Decision No 17/1/2022 dtd 29th Jan 2022 followed by July 2024 being FCR since more than 05 years 05 months & other related issues.
Now One can see Shaleen Kabra as ACS, Jal Shakti had initiated an enquiry against retired Chief Engineer, whom he himself promoted as Chief Engineer during his tenure as ACS, Jal Shakti, J&K.
It is clear from the below order copies with CTN as both issued by the boss Shaleen Kabra as ACS, Jal Shakti as in one Govt order dtd 15.04.2025, the boss had sanctioned Cash-in- Lieu of Earned Leave as Chief engineer but vide Govt Order dated: 11.03.2026 the same boss ordered initiation of an enquiry against the same officer in reference to verification No JSK-85/2020 i.e. which was initiated in the year 2020 & why the case was silent till 2026 & initiated after retirement of the Officer, to whom Shaleen Kabra, ACS himself promoted as Chief Engineer, a big question as after retirement of the Officer, what the Govt can do as Govt itself slept on the inquiry for 06 years placed officers as SE & thereafter as Chief Engineer?
As Secretary, JKWARRA, the boss is still sleeping on final approval on files of permission of Bore Wells for the reasons best known to Officer.
However, details of orders with CTN, if gone thoroughly, shall speak the truth of the story.
