UDHAMPUR, FEBRUARY 20: Deputy Commissioner Udhampur, Saloni Rai today presided over a meeting of the Building Operation Controlling Authority held at the Mini Conference Hall, DC Office Complex, Udhampur.
The meeting was attended by CEO Patnitop Development Authority, Virender Kumar Manyal, DFO Udhampur, SDM Chenani Dr. Ranjeet Singh Kotwal and several other officers from concerned departments.
The meeting primarily focused on reviewing and discussing pending cases for approval, including permissions related to the construction of new residential and commercial buildings, repair and renovation of existing structures and cases pertaining to the development of land by local hereditary residents.
During the deliberations, two cases were approved with specific conditions, particularly concerning changes in land use.
Deputy Commissioner directed the CEO PDA to conduct regular monthly BOCA meetings to ensure prompt disposal of citizen applications and timely decision-making on pending cases.
Now, it is a big question on Chairman, BOCA, CEO, PDA & so called other BOCA Members that, whether allowing Building Bye Laws of Master Plan of year 2000 justified in the year 2026? Is it not a violation of Development Act of 1970 & COBO Act, under which the said Authority was constituted?
Above all has so called BOCA Members bothered to read rules for time period for conducting BOCA meetings, otherwise it was to meet once in fortnight on a fixed date as per Section 6 of COBO Act & had these guidelines issued by Govt complied for early disposal of BP cases?
Had, BOCA Chairmans of PDA, DC Udhampur & DC Ramban & other Members ever bothered to read Section 7 for Grant of Permission of COBO Act and ever informed applicants regarding their BP Cases as per Sub Section 3 & acted on other concerned officers for not according their NOCs within a prescribed time to avoid deemed permissions?
Even Cross Town News is in possession of a 02 documents of land development cases on Main Road at Kud, where Forest Department despite knowing the fact land does not pertains to them slept on issuing NOC, needed to be acted upon for causing proved intentional delay in public works.
