Minutes of meeting regarding Digital Life Certificate Campaign in J&K

Jammu, Sep 30: In pursuance to OM no.F.No. 1(2)/2025-P&PW(H)-10819 dated.30.07.2025 issued by Ministry of Personnel, Public Grievances and Pensions, a meeting regarding Digital Life Certificate  Campaign was conducted on 29.09.2025 under the chairmanship of Principal Secretary to Government Finance Department, J&K.

Following officers participated in the meeting: - 1. Director General, Accounts & Treasuries, Finance Department 2. Director General, Internal Audit, Finance Department 3. Director, Accounts & Treasuries, Kashmir. 4. General Manager, Govt. Business J&K Bank and team.

The Digital Life Certificate (DLC) 0s designed to empower pensioners through the use of Jeevan Pramaan' App and 'Adhaar Face RD' App.

These Apps enable biometric authentication and auto-generation of DLCs. Currenty, out of 2.50 lakh pensioners in Jammu and Kashmir, only about 4500 pensioners use Jeevan Pramaan app for certification. Once installed, the Jeevan Pramaan' App and'Adhaar Face RD' App save substantial time of pensioners in annual verification.

They also ensure convenience to Such senior citizens as they can generate DLCs and get it sent to the Bank without even venturing out of their home.

Given the immense benefits of DLCS, 'Jeevan Pramaan' App and 'Adhaar Face RD' App, the Ministry of Personnel, Public Grievances and Pensions has started a month long DLC campaign to encourage and facilitate pensioners to avail DLC facility.

After thorough deliberations, following action points were agreed in the meeting.

I. In case of Jammu & Kashmir, all the pensions of Government of J&K are disbursed by J&K Bank.

Hence the J&K Bank will a. Nominate Executive Director or Chief GM to lead the DLC campaign b. Coordinate planning and executing the campaign regarding submission of DLC through Jeevan Parmaan app. c. Undertake advertisement campaign using print media, social media, and electronic media. d. Print & display posters at ATMS and bank branches for installing Jeevan Pramaan and Adhaar Face RD apps. e. send weekly SMS to each pensioner for installing Jeevan Pramaan and Adhaar Face RD apps by visiting the camp sites and/or using services of banking correspondent f. Print pamphlets for detailing the step-by-step process for generating the DLCs for further distribution to the pensioners

9. deploy banking correspondents of the Bank to reach out to pensioners of Government of J&K for facilitating installation of the Apps and generation of DLCs. h. Organize district-level training of Banking Correspondents to facilitate the generation of DLC of pensioners.

II i. Assign pensioners to be assisted to each Banking Correspondent by mapping the pensioners with their respective jurisdiction. Adequate incentive may be provided to the Banking Correspondents for such facilitation.

The assignment lists may be shared urgentiy with the Directorate General of Accounts and Treasuries (DGAT).

j. arrange home visits, on priority basis, for pensioners aged above 80 years, so that no eligible pensioner is deprived of the DLC facility on account of physical constraints. k. track weekly progress of Banking Correspondents and submit the compiled weekly updates to Finance Department. I. Develop feedback form (Google sheet/ SMS) for each pensioners regarding facilitation provided by the Banking Correspondent. m. update its record of PPOs in all such cases where any discrepancy is observed between the PPO number issued by the PAG Office and that recorded in the Bank's system.

The Director General, Accounts and Treasuries will a. issue a formal communication to all pensioners of Government of J&K, clearly explaining the benefits of DLCS, 'Jeevan Pramaan' App and 'Adhaar Face RD' App.

This will also capture the step-by-step procedure for downloading the Jeevan Pramaan application and for generating the DLC thereunder. b. Organize district-level training of Treasury / Sub-Treasury Officers to coordinate and track the facilitation of pensioners and generation of DLCs.

C. Share the name of Banking Correspondents mapped with the respective jurisdiction with each pensioner. d. Ensure that the communication is delivered to every pensioner through Treasury / Sub-Treasury Offices. e. consolidate report from the DTOS concerned regarding facilitation and DLC generation on weekly basis. f. Develop integration between Jeevan Pramaan & Pension Suvidha apps with assistance of NIC. This should enable online generation of PPOs and annual DLC generation.

III. The DCs of respective district will iv ,V. vi. Copy for information to: vii. viii. a. Organize district-level training of Treasury/ Sub-Treasury Officers to coordinate and track the facilitation of pensioners and generation of DLCS. X. b. Coordinate district-level training of Banking Correspondents of J&K Bank to facilitate the generation of DLC of pensioners. C. Track weekly progress of Banking Correspondents in facilitation of pensioners and generation of DLCS d. Share the name of Banking Correspondents mapped with the respective jurisdiction with each pensioner. e.
