Srinagar, Sep 07: CAT stayed transfer order of Executive Engineer, transferred three times in a year by RDD Minister.

In O.A./1013/2025 (SRINAGAR) titled ABDUL RASHID MIR Vs RURAL DEVELOPMENT DEPARTMENT after hearing CAT ordered as under:-
1. Learned counsel appearing for applicant submits that the applicant was initially appointed in R&B Department and subsequently, he was transferred to the Department of Rural Development and Panchayati Raj and is presently posted as Incharge Executive Engineer REW Kupwara.
The applicant has been transferred thrice in a year. He is again transferred from Kupwara to Ramban (Jammu provice) vide impugned order dated 29.08.2025, which is against the rules and transfer policy.
2. Issue notice. Mr. Satinder Singh, AAG, appears and accepts notice. He seeks and is granted six weeks time to file counter.
3. In the meantime, the impugned order dated 29.08.2025, is stayed till next date of hearing.
4. List the matter on 27.10.2025.
