JAMMU, Sept 3: The Jammu and Kashmir Government has designated 1995 batch AGMUT cadre IAS officer Shailendra Kumar as Financial Commissioner (Additional Chief Secretary), Agriculture Production Department, after his promotion to the Apex Scale (Level 17 in the pay matrix) by the Government of India.
