JAMMU, July 28: Corruption cannot be considered only in terms of cash or kind, it is also termed as to intentialy ill fully/willfully delay/stop the jobs of innocents for the vested reasons. It is pertinent to mention here that recently State Vigilance Organization have established illegal appointments made in Assembly Secretariat by five former speakers namely Mohd. Akbar Lone, Mubarak Gul, Tara Chand, Mangat Ram Sharma &Mirza Abdul Rashid.
It is also to write that SVO had filed closure report on the thirty seven backdoor appointments made in the Assembly Secretariat but the same has been rejected by the Hon’ble High Court with directions to the SVO to reopen the case and to conduct fresh investigation. Shall Government take actions on such like big fishes or continue to harass officers with small means.
However it is to write hereof some of the officers against whom serious FIR’shas been registered in SVO but given important postings/honorably retired on superannuation are as under:-
It has also been reported that SVO has submitted a list of more than two hundred officials, who have been found indulged in corrupt practices& charges stands proved against them. They will be compulsorily retired by the Government after finalization of the formalities as required under Law.It is also to bring in the notice of Government that High level committee is compulsorily retiring the officers as dead wood but law under Article 226 says that dead wood are those who have lost their utility in the departments, but it has been noticed that lot of innocents & competent are made deadwood in violation of Art. 226.
If Government is very keen to make deadwood out, it should be started from the secretariat by checking that which officers are withholding the files for how many days and for what reasons. Date & time be get marked by the officials on files, which shall bring more efficiency in the administration.
