Jammu, Feb 22: After taking over the charge as Vice Chairman of Jammu Development Authority, Bhabani Rakwal has started streamline the system of Jammu Dev Authority, so that public may not suffer for their genuine works.
Today, while speaking to Managing Editor Cross Town News Rajesh Gupta told that in first go he has shifted lot of officials from one office to another, so that a message should go to to other, if they will not work could be shifted.
Rajesh Gupta apprised VC regarding harassment to innocents on pretext of so called 'Proposed Roads", which were incorporated in Master Plan of 2032, which was notified in March 2017 but none has been notified, taken up or acquired & public does not know but when they submit for any Building Permission in their owned private land & CTP Section rejects it by quoting it as "Proposed road", no doubts a question on CTP/STP of JDA that with which parameters these were incorporated & why were not notified since lapse of 07 years?
It is to mention otherwise that Development Act of 1970 reads that otherwise Govt has to acquire such lands in a period of 05 years & matter of an enquiry that had JDA acquired any land or notified for further construction?
But, it has been observed that JDA itself allowed big constructions in so called "Proposed Roads" even with out Building Permissions but rejecting BP cases who legally wanted to construct it by giving fee to JDA & one live example of such rejection of BP case can be seen from then VC's own communication communicated to the Pr Secretary H&UDD vide No vide no. CTP/JDA/000176/388 dtd 01.10.2022 , in which it reads with illegal rejection by CTP JDA vide no. CTP/JDA/BPC/1039-41 dtd 02.02.2021 but no actions by Govt till day speaks of work culture in H&UDD?
While speaking with VC regarding issue of causing delay by Revenue Wing of JDA for issuing NOCs for building permission cases, in turn VC told Managing Editor that Revenue Wing has also been asked for early disposals by this way or the other, otherwise they should know details of JDA lands in their jurisdiction on tips & delays on their part shall be viewed seriously.
However, VC told that we are shortly revising Master Plan of JDA & such issues shall be resolved & he further added that he had directed concerned officer/officials to upload every information of their concerned wings, so that issue of their sections can be resolved at the earliest.
He was also informed regarding intentional delay caused by Tehsildar JDA namely Mega Gupta over BP Case No. 1062 by managing a communication from DLM to another Tehsildar vide No. JDA/DLM/HQA/2531-34 dtd 21.02.2024for nishandehi of some JDA land, otherwise it was mentioned in the said letter that land pertains to owner & is private land but despite that withholding issuance of NOC raised a question of Malafidies on the part of DLM/Tehsildar JDA because if nishandehi not done for months, where the "NOC" of applicant shall stand & who is responsible for causing Building Permission in a prescribed time bound manner & VC assured to resolve the issue, otherwise more applicants can be harassed by Tehsildar on the same manner.
VC further told that officers has been directed to resolve public issues in time bound manner, so that public may not suffer for their genuine works, otherwise actions u/r shall be initiated against the defaulting officers.
Even Rakwal told that public is welcome in his office for any kind of suggestions & their works but public also on the other side appreciating Rakwal’s way of meeting general public every day to hear them to resolve their issues.
