Bali Baghat chairs DDB Kishtwar review meeting;80% targets achieved under various sectors

 JAMMU, Feb  21:  Minister for Health & Medical Education, Bali Bhagat, who is also the Chairman of District Development Board (DDB), Kishtwar, today chaired the review meeting of the Board which was held in the Convention Centre here and called upon the district administration for accelerating the pace of developmental activities to achieve the remaining targets in a time bound manner, with special thrust on quality works.

Minister of State for Transport, PWD (R&B) and Revenue, Sunil Kumar Sharma, Chairperson, J&K Social Welfare Advisory Board, Prof. Nirmala Gupta, Vice Chairman, Advisory Board for OBC, Rashpal Verma, Member Parliament, Shamsher Singh Manhas, Legislators G.M Saroori, Sajjad Ahmed Kichloo, Firdous Tak,  Shyam Lal Bhagat, Naresh Gupta, Deputy Commissioner Kishtwar, G N  Balwan, SSP Kishtwar,  Sandeep Wazir, Heads of various departments and all District Officers attended the meeting.

While reviewing the physical and financial achievements under different sectors in the district, Bali called upon the officers and agencies to work in close coordination to accomplish the targets well within the time line. He also stressed the need for improving the monitoring mechanism to ensure quality control and judicious use of funds on assets being created. He issued specific instructions to the officers to implement all decisions/recommendations of the DDB in letter and spirit to maintain the sanctity of this high level institution.  

He directed the Deputy Commissioner to personally monitor the progress of major projects and take all possible steps to address the hurdles coming in the way of completion of works. He expressed satisfaction on the achievements under various essential sectors and urged the concerned to put in their best efforts to utilize the available funds in full and accomplish the targets in time. He directed for paying special attention on the areas having low progress and putting serious efforts to realize the targets. “The honest intentions of the government is to transform into sincere execution of developmental projects on ground so that their benefits percolate down to the needy”, he stressed.

While reviewing the status of various on-going developmental projects in the district and Action Taken Report (ATR) on the decisions of previous DDB meeting, the Board expressed serious concern on the slow progress on significant Naigad PHE scheme and directed the concerned authorities to take all necessary steps to clear the bottlenecks, if any, coming in the way of completion of project. It issued specific instructions to the DDC and PHE authorities to immediately pay the compensation on account of forest clearance, which is the major hindrance to the project.

The Board also directed the concerned authorities to focus on speedy completion of projects under road, health, education, PDD, horticulture, agriculture, rural development, which are closely linked with the common man. The Members sought immediate filling up of vacant posts of teachers, lecturers, doctors and para-medics in the district, saying that the public is suffering due to large number of vacancies. They also raised the area specific issues and urged the administration to attend to these on priority.

MOS Sunil Sharma highlighted the paucity of drinking water in the Kishtwar town and stressed the need for expediting the on-going project (lift scheme) for drinking water. He assured to use his good offices for early release of funds on the scheme. He also raised the issue of Mau bridge and upgradtion of Machel road and called for their speedy completion.     

Briefing the Board on the achievements registered so far under different sectors, the District Development Commissioner said that out of the approved outlay of Rs. 135.12 crore for the current financial year, an amount of Rs. 118.80 crore was released, of which Rs. 96.61 crore stands utilized under varius important sectors thereby achieving a target of over 80 per cent. He said that the work on various on-going projects is going on in full swing and administration will make its best efforts to achieve the targets in full by the end of current financial year.

Listing the details of achievements under important sectors, the DDC informed that under PWD (R&B) sector, out of an approved outlay of Rs. 24.17 crore, an amount of Rs. 15.14 crore was released and Rs. 5 crore have been spent by ending January, 2017 on various road projects, which are at different stages.

Under PMGSY, out of total outlay of Rs. 93.74 crore, Rs. 31.51 crore were released and an amount of Rs. 30.96 crore has been utilized on construction of 60.78 kms of road length in Kishtwar, Chatroo and Marwah areas against a target of 141.135 kms. Similarly, under PHE sector, an amount of Rs. 2.91 crore has been spent out of the total release of Rs. 3.43 crore on various on-going schemes in the district.
