Jammu, Jan 17: An application for Nishandehi with due fee was submitted under PSGA to D.C Office Samba. Pawan Sharma, ADC Samba vide No. DCS/SQ/2016/57-58 dated 10.5.2016 forwarded to Tehsildar, Bari for action in weeks time but nothing done by Tehsildar.
RTI along with complaint was filed to DC Samba in allied matter vide receipt No. 08182348 dated 19.07.2016. Not bothered again, an appeal was filed vide receipt no. 08184244 no action & no information by the big boss.
Again complaint was filed vide receipt no. 08184245 dated 03.09.2016 in so called single window system of DC Samba. RTI was again filed for same concerns vide receipt no. 08188310 dated 03.12.2016 but no reply till date
An application was again moved vide receipt no. 08188763 dated 17.12.2016 addressed to ACR Samba. No actions on above said applications duly receipt by DC Ofiice Samba is a matter of great concern and speaks of work culture in revenue department Samba.
The above story did not end here, it is all revolving around NOC of one plot of 1k 19 m. at Birpur in Kh.no. 1781/579 for sanction of one plan by JDA. Intrestingly vide No. DCS/SQ/14-15/1057 dated 20.02.2015, it was commented as “Private land & the land use is Governed by Jammu Master plan” followed by No.205 dated 28.05.2015 with a very interesting observation by D.C Samba that “Parking for 200 vehicles be kept” which is in violation Municipal bye laws of 2011.
Lastly NOC for the same plot issued by DC Samba vide No.DCS/SQ/16-17/ dated 03.01.2016 on the communication of Divisional Commissioner, Jammu communicated more than one year back for the same speaks about the work culture in Samba.
The said communication is in Agrarian Act as it is mentioned in the letter that the said land is vacant from 1980 to 2016 means since 36 years. The act says that if the land is vacant more than five years it be entered as banjar kadeem but see the efficiency of the big bosses of revenue department that what entries they are making after 6 months in the record and why the land is still Mera doom if vacant since 36 years. Who will act on the illegal act of revenue officers of the area?
Pertinent to mention here that in the same Khasra No. JDA is constructing Housing colony and how two laws can be used for one cause of action. It is also a matter of concern that as per Master plan of 2021 mix land use is permissible but the applicant is still harassed for commercial sanction despite illegal big constructions allowed nearby.
