Jammu, August 27: Division Bench comprising Chief Justice Pankaj Mithal and Justice Wasim Sadiq Nargal has held that State cannot be lackadaisical in seeking condoning of delay in filing the appeal against the judgment passed by the writ court and imposed cost of Rs 25,000 on the appellants.
