Kohli chairs DDB Ramban review meeting Stresses on key role for legislators in effective implementation of Govt’s developmental initiatives

RAMBAN, DECEMBER 18- Stressing on the role of legislators as of paramount importance in formulation and implementation of developmental programmes, Minister for Animal, Sheep Husbandry and Fisheries, Abdul Ghani Kohli today exhorted upon the officers to optimally utilize their experience and expertise to ensure productive use of government resources for the larger public welfare.

“The legislators, who represent the people, are the one who are well abreast with the developmental needs of every part of their constituency so their involvement can do wonders in transforming socio-economic profile of their areas in particular and the state as a whole,” the Minister maintained.  

The Minister, while chairing District Development Board (DDB) review meeting of Ramban, had a detailed appraisal of the progress on implementation of decisions of the last meeting. He also had thorough deliberations on various multi-pronged strategies envisaging further streamlining of working of all the departments.    

 MLAs Aijaz Ahmed Khan, Vikar Rasool Wani and Neelam Langeh, MLC Sham Lal Bhagat, District Development Commissioner (DDC) Mohammad Aijaz, ADDC Ravinder Sadhu, HoDs of various departments, Chief Engineers besides other district officers attended the meeting.

The Minister directed the officers to be prompt and responsive towards people’s needs and requirements and step up their efforts in effective implementation of development programmes. He further asked the officers for regular field visits and inspection of their respective areas to effectively monitor the works being done to facilitate the people with enhanced basic amenities. He also appealed the public to extend their cooperation for better outcome of various government schemes meant for their welfare and empowerment.

 It was informed in the meeting that most of the decisions of DDB have been implemented so far while the rest are also being followed up strictly by the concerning departments. Besides, the land for establishing two ST hostels in the district under TSP, Govt Degree College, Stadium and KV at Gool has been identified.

The Minister stressed the need for encouraging self employment ventures like establishing fish ponds, poultry farms and dairy farms in view of their potential and scope in the district. He asked the officers to identify the feasible locations for starting such works in proper consultation with the local people. 

It was disclosed that under New District Infrastructure (NDI) five major buildings have been completed till date and work on Circuit House, Block-II is under progress. Likewise, works of Extension of OPD block, Mortuary and Canteen of District Hospital, 50 bedded hospital at Banihal, Degree College Banihal, Construction of DIET Banihal, Polytechnic at Ramban, Filtration plant are in full swing.  

 The meeting was informed that Rs. 12.22 crore have been utilized under MGNREGA, Rs. 0.29 crore under minor irrigation, Rs. 5.14 crore under R&B, Rs. 1.25 crore under PHE, Rs. 1.50 Crore under health, Rs.1.80crore under RMSA, Rs.2.10 crore under MDM and various other sectors including social welfare, ICDS, YSS, Urban development, SSA etc. 

Besides, 306 works of RDD have been completed, 427 buildings and 492 additional classrooms have been constructed under SSA, 11 schools upgraded under RMSA, 5 New Type Primary Health Centres raised, 23 RKS, 388 ASHAs trained, 4 water supply schemes executed, 10 habitations and 14 schools covered under NRDWP, 145 transformers repaired, 901 IHHL raised, 45 harvesting tanks constructed, 20 schemes executed under PMGSY covering 290 km road length.

Likewise, a total of 12798 families have been covered under MGNREGA besides 3.67 lakh mandays generated. Under rural connectivity, work on 150 foot bridges is in progress which shall connect several hamlets and schools in the hilly areas of Ramban.

 The Chairman dismayed over poor performance on several DDB decisions and directed the officers for taking up the matter with their higher ups for necessary follow up.

 While deliberating on maintenance of roads as raised by legislators, the Minister stressed upon the concerned for utilizing all the available funds from maintenance head so that people may not suffer during winter season. He further asked them to expedite the works on all ongoing PMGSY roads.

 The Minister asked the Animal Husbandry, Forest, Minor Irrigation and Soil Conservation departments to step up efforts for improving their progress and performance which is not upto the mark.

 Meanwhile, the legislators raised several issues of their respective constituencies like land compensation, shortage of staff in schools, speedy completion of works of roads and buildings, expansion of power and water supply schemes to uncovered habitations, development of infrastructure at tourist sites, clearance of pending IAY liabilities, rehabilitation of flood affected people at Butas, availability of timber and fire wood etc.

  Earlier, the District Development Commissioner presented power point recap of the demographic and geographic attributes of the district with financial and physical position of allocated budget. He informed that out of total approved plan of  Rs. 119.96 crore, net availability was Rs. 38.03 crore and out of which Rs. 28.27 crore have been fully utilized recording 74.32 percent achievement.
