Jammu, Dec 03: Some Junior JKAS Officers need refreshment of delegation of powers time to time to know their position in delegation of financial powers of J&K Govt. w.r.t. other officers.
In RD&PR, who so ever posted as BDO thinks himself/herself to be more powerful than Engineering wing as Junior Engineers are under their Administrative Control & they are with powers of purchase/payments etc but mostly they forget that in actual they cannot make any payment of work bills without test certificate of Engineering Wing.
Once upon a time G.O.No. 300 was issued, whereby all engineers were put under the adminisatrative control of Executive Enginners but was not implemented due to lead of such kind of non technical bosses in such a big & huge department of technical works.
However, in the year, 2016, then SE REW fired so many letters to govt for its imlementation but non technical bosses in the department for the reasons best known to them did not allow this order to be implemented & later on it has been heard that has been withdrawn.
Now, one can see lack of knowledge or misuse of powers by one BDO, Lasana in Poonch district through his way of adress to AEE & AE & be persumed as JKAS Officers as he could not see his status in class of officers catagory issued vide SO No. 58 dated. 31.12.2019 after J&K reorganization Act of 2019, where BDO stands at S.NO. 85, whereas even Assistant Engineer stands as S.No. 59 in the list of class III Officers?
Pertinent to mention here that AEE stands at S.No. 94 in the catagory of class II Officer.
However, one Executive Engineers by understanding the issue fired a reverse shot by showing & teaching the concerned BDO of his status as per law/rules, copies with CTN reads as:-
