Pulwama, November 6: District Adminstation Pulwama fired a letter to J&K SIDCO to do appraisal of windfall gain and possible diversion of subsidy.
Pertinent to mention here that a land allotment of 400 Kanals in IGC Lassipora under the name of Food Park, has come under the scanner of JKUT & District Authorities.
However, in a serious turn of events Deputy Commissioner Pulwama has communicated with the Govt regarding a non-starter Mega Food Park which may open a Can of Worms of more such provisionally registered units which are just sitting over prime land in major Industrial hubs.
As per details with Cross Town News ,400 Kanals of prime land in IGC Lassipora, Pulwama worth crores of rupees had been alloted to M/S RKF Green Foods Park, a private limited company, some 06 years ago; however nothing concrete has been done so far.
As per details emerging with Cross Town News , Commissioner/Secretary, I&C Manoj Dwivedi has taken the issue seriously & asked SIDCO AND SICOP to take stern actions against all such land allottees who have not utilized the lands alloted for the purpose till date.
Details siuggets that that no effective steps have been taken which is in clear contravention of Industrial Policy. Some of the big names are enlisted as promoters of this SPV ie M/S RFK Greens.
Documents also reveal that the project which was envisaged at a cost of Rs 78.83 crores at the time of sanction had been given one time extension upto 21.10.2020.
Despite granted extension by the Apex Clearance Committee the lessee is yet to take effective steps as 06 years have already passed since the allotment.
The documents suggest that project is still invisible on ground and no effective steps have been taken. The documents also reveal that the project components particularly Poultry Dressing Unit, Sheep and Goat Slaughter House ,Ware house cum pack house , Multi chamber Cold store are still uncommissioned and the promoter seems unstirred.
As per details with Cross Town News, it reveal that a liability of Rs 103.49 Lacs is also pending on account of rent which remains unpaid by this entity to SIDCO.
It has also been observed that large subsidy component and non commissing of the project within time has led to overall loss to the Exchequer as well.
The communication which Deputy Commissioner Pulwama has had with the government reveal that complaints have been made to DC Pulwama with the subject matter of having judicious use of available land resources and the potential of such huge chunk of unused land to be allotted to young unemployed educated youth desperate in starting their self employment units in IGC Lassipora.
It is important to mention that the lease period of M/S RFK Greens has already expired besides huge windfall gain in terms of cost of land has accrued to the Company despite lack of start of any activity till date. The documents reveal that incumbent DC Pulwama in a recent communication has requested the Government to have the appraisal of the said project in terms of intended benefits ,actual outcomes, circumstances of allotment of huge chunk of land spreading over 400 Kanals in this premier Industrial estate in favour of the unit, expiry of validity of the lease period, possible diversion of subsidy and round tripping of the loan.
