Jammu, May 06: No doubt Rural Development Department is notorious in different kind of scams but in spite of proved scams concerned officers were assigned prize postings to help them to loot more.
As per details with Cross Town News, recently, RDD had reverted one Xen to DRW of 1993 but the Officer got stay from the Court as there was no caveat from Government side, so made the Officer to get stay, which will take years to decide due to not reached, adjournments etc etc till he retires as Govt prefered to sleep over the files to support the culprits in other way.
But, question is here that applicants are not culprits but the Officers are the main culprits, who passed such illegl orders to mint money after committing illlegalities but in turn some were awarded IAS like M.S.Khan, Farooq Peer, Shafat Noor, Khurshid Shah etc etc. because in Chalkoo's case who had been reverted, all these bosses had played their major role to promote him & others up to Xen, openly speaks of thier vested considerations but who bothers..?
Pertinent to mention here that once upon a time in 1985 cabinet approved vide Cabinet Decesion No 367 Dated: 22.09.1985 followed by Cabinet Decesion No 185 of 1988 that Engineering staff of non engineering departments shall be broght on the cadre of engineering departments then how RDD appointed their engineers on their own in violation of Cabinet order, which speaks to reverse all engineering appointments done by RDD thereafter, but not done, so concerned officers should be taken to task fo violation of Cabinet order, but who will act........because rules are for fools....?
As per details with Cross Town News, one Qaisr Amin, who was working in SKUAST, Jammu for whom, one Farooq Peer, so called honest officer as Additional Secretary, RDD requested to dispense with the services of Qaser Amin to Registrar, SJUAST vide No. Agri/RD/B/157/98 Dated: 28.12.1998 to appoint him as JE in RDD in open violation of Cabinet orders.
Thereafter, SKUAST, vide No. AU/Adm/CJ/99/1198 Dated: 18.01.1998 issued its NOC to appoint Amin as JE in RDD following which, the boss Farooq Peer, as Additional Secretary, issued appointment order of Amin as JE in RDD vide Govt order No. 134-Agri pf 199 Dated: 22.03.1999, which is evidient from snap shot No.1.
But, strangely , SKUAST issued orders for regularization of services of Amin as JE from 18.10.1997 to 28.06.1999 in the year April. 2008, despite man is nowhere in their department since last nine years is also evidient from the snapshot No.2.
Story did not stopped here, Govt again promoted Amin as Assistant Engineer vide Govt order No. 250-RD 0f 2005 Dated: 25.10.2005 & thereafter as AEE & now, the boss is working as Executive Engineer.
In a seniority list of JEs issued vide Govt order dated: 20.12.2010, Amin had been shown as appointed as JE w.e.f. 22,03.1999 & other one Amir Ali, who showed appointed like him dated: 10.09.1991, in violation of Cabinet order is now working as Director, Disaster Management, shows how the competant & honest Govt is.......... ?
Pertinent to mention here that now LG/ACB should go through Cabinet Decesion No. 111/8 Dated: 23.06.2003 & G.0. No. 150-RD of 2003 Dated: 25.06.2003 in last snapshot, which clearly speaks about the postings in REW, but all appointments made in violation of above Cabinet decisions/Govt orders needed to be quashed & the so called honest officers concerned involved in such appointments after 1988 be put behind the bars for non compliance of Cabinet order of 1985, 1988 & 2003 to teach a lesson to such like officers.
However, the serial wise snaps speaks the truth of the case & it is quite crystal clear for LG/ACB to detect a big scam of fraud appointments.
