JAMMU, Aug 26: It is also the need of the day to write here that lot of blue eyed officers, who are involved in serious cases are promoted to the key positions by many of the departments despite serious corruption charges against them & who are innocents their promotions are withheld by the some of the departments for illegal reasons.
It has been disclosed in media reports few days back regarding promotions on fraud certificates in the engineering department on the heads of qualified & eligible ones.Education Minister has also ordered to enquire about the fraud degree/diploma in his department on the basis of which lot of incumbents has got appointment/promotions. It is however an appreciable action taken by the Minister, which will no doubt give benefit to the eligible one.
It is received through information that lot of officers in many of the engineering departments has got promotions on the basis of fictitious certificates of higher degree/diploma during service period. Main departments are like PWD/RDD/Education etc.
It is a well settled law that if one has to go for a higher study during his services, first of all one has to get NOC from his head of department for the same. Thereafter study leave is to be sanctioned for the period during higher studies is the main criteria in the first instance & is the main requirement if one has to go for higher studies. Had the big boss of the concerned department verified these main requirements were fulfilled or not before promoting the concerned official or just looking at the certificate produced by him put him on higher post for vested considerations?
However it is the need of the day to publicize haphazard way of promotions in the Rural Development Department, J&K for the reasons known to the big bosses of the department. It is very important to show the public regarding intelligence of the big bosses of the said department, & which shall speak that if such are the big bosses than what shall be the working of the said department? It can be presumed by one itself.
It is also to write here that vide No.PA/ASRD/959 dated 24.02.1997,Rural Dev Deptt. communicated to State Board of Technical Education for verification of the said diploma.Secretary State Board of Technical Education vide No. SBOTE/1599 dated 26.02.1997 commented that “Diploma offered by the said institute will not be valid” It is a joke of the day that the same department promoted the other incumbent as Assistant Engineer through Public Service Commission in the year 2005 & thereafter as Assistant Ex. Engineer & Executive Engineer in REW wing of Rural Development Department till he retires on superannuation.
It is great news for the readers that Rural Development Department, J&K adjusted one incumbent as Sectional Officer vide order dated 29.05.1981. Later in the year, 1997 initiated so many enquiries for the said diploma despite promotions of the same official up to Xen & compulsorily retired the officer on basic charges of managing posting/promotion on the basis of a diploma from a fictitious institute of Bombay.
It is also to write here that lot of other promotions had been by the said department of some draftsman/Work supervisor to JE to AE etc. It is also a matter of concern to write here that whether the officers had verified before making the promotions, permission taken by the concerned officer for higher studies or leave for the periodof the said higher studies.
It is also to mention here that the said department has permanently absorbed lot of officers like JE/AEE/BDO in the department without concurrence from General Administration Department who were deputed to RDD from other department & thereafter promoted, is also a matter of a great concernto be looked into.
It is pertinent to mention here that Rural Development Department is in the watch list of vigilance organization being noticed as corrupt department. A Media report some time back has publicized a news in the front page that Rural Development Department is a “HUB OF CORRUPTION” with a detailed story of frauds committed by the said department managing bonus to the tune of crore of rupee from the Govt. of India in the year 2004. It has been found that guilty one’s has been promoted to the top positions speaks the efficiency & vested interests of the officer of the time. Yesterday’s cement seizure at Rajouri Distt. is the fresh matter of RDD.
