SRINAGAR, June 15:Minister for Revenue, Relief & Rehabilitation, Syed Basharat Bukhari, today said State Government has approved a comprehensive State Disaster Management (SDM) Plan for its implementation on ground to deal with natural calamities in future in the state.
Responding to a question raised of Ajat Shatru Singh, the Minister said the plan formulated by Tata Institute of Social Sciences (TISS) is a big step towards a safe and disaster resilient state and will serve as a primary document providing guidelines to the stakeholders to be in a state of preparedness and to prevent the disasters, besides improving resilience and response to natural disasters.
Bukhari said the Government has also constituted a State Disaster Management Authority (SDMA) , State Executive Committee (SEC) and the District Disaster Management Authorities (DDMA) in pursuance to Disaster Management Act-2005.
The Minister informed the House that currently Police Control Rooms at Divisional and District level are playing an important role in emergency response during the disasters.
He said the Government has also decided to constitute two fully-equipped, Emergency Operation Centers (EOC) at Srinagar & Jammu and the process of identification of suitable land is underway. He said the Divisional Commissioners of both divisions of the State have been asked to identify suitable accessible elevated land with already built up accommodation for housing EOC’s for short term basis and to arrange for the trained manpower to man these EOC’s by way of internal adjustment from various state government departments.\
Bukhari said the Fire and Emergency Services Department is also in the process of equipping itself with disaster management, search rescue equipments including Hydraulic cutters, spreaders, Rescue rams, pneumatic Lifting bags, Advance rescue Tenders, hydraulic Platforms, thermal Imaging Camera, Portable inflatable Lighting Systems, Fire and Rescue Boats, Under Water Diver Suits etc.
