Govt takes up land compensation of Centre-funded road projects with Centre: Veeri

SRINAGAR, JUNE 03- Minister for Public Works and Parliamentary Affairs, Abdul Rehman Veeri, today said the State Government has taken up the matter of compensation of lands utilized for construction of road projects under Centrally Sponsored Schemes with Government of India.         

The Minister was responding to supplementaries raised by some members on the main question by Daleep Singh Parihar.

He said that Planning and Development Department is examining the issue of outstanding of compensation to land owners whose lands were utilized for construction of road projects. He said restoring powers to Deputy Commissioners under Section 6 and 7 to provide land compensation to the land owners would be also looked into.

Mr. Veeri informed the House that Rs. 18.32 crore as land compensation has been given to the land owners of Bhaderwah constituency whose land was utilized for construction of roads under NABARD, District Plan and CRF up to last financial year.         

He said there was yet outstanding balance of Rs. 17.86 crore of the land owners in the constituency, which would be cleared after the funds would be released by Planning and Development Department.          

In reply to another question of Abdul Rahim Rather, the Public Works Minister said that as per the decision of District Development Board, Anantnag, the department has prepared Detailed Project Reports for construction of old Brengi Canal road and Halan to Brariangan road at an estimated cost of Rs 29. 79 crore and Rs 12. 87 crore respectively.         

The Minister said black-topping work of 16 km Dessu-Larnoo-Lehanwan road has been taken up under the State sector. He said during last fiscal 4. 50 km of black topping work of this road was completed at a cost of Rs 1.50 crore, adding 7 kms of the road have been projected in the Action Plan for macadamization during current fiscal.

The Minister said that the DRP for up-gradation of Gowran-Lehanwan to Margan top road having road length of 23.80 kms presently of fair-weather status has been framed at a cost of Rs 9.07 crore, adding that currently the project is not approved under any programme. He, however, said Bidhar-Khrity link having road length of 3 kms connecting the Gowran-Lehanwan to Margan top road at Larnoo is proposed to be macadamized.

He said the construction work of 15km long Hangul Gund to Shutru road is in progress under State sector. He said the macadamization work of 2kms of the road has been done at a cost of Rs 83.10 lakh during last fiscal under Cities and Towns programme. He said the DPR of Rs 13.84 crore for construction of Larnoo to Rainather road has been formulated under the PMGSY guidelines.

The Minister further informed that construction and upgradation work of Batpora Lessu-Branard road from 1km-4.3km stands sanctioned at a cost of Rs 3 crore under NABARD. He said in this regard tenders for pre-macdamization work have been floated.

GM Saroori, Hakeem Muhammad Yasin and Javed Rana raised supllimentaries to the main question and demanded early compensation to the land owners.
