Jammu, April 24: There are countless questions on H&UDD as a whole for allowing different yardstick in BP cases in Jammu & Kashmir in both provinces, which were time & again highlighted by Cross Town News but only Mandeep Kour, Comm/Secretary H&UDD understood & put an end to th UTEIC order of harassment which was only creating troubles for Jammu people.
Shocking to mention here that despite clear orders in COBO Act it stands ordered for deemed sanctioned Building Permissions if NOCs are kept pending by the concerned officer or not informed the applicants for shortfalls but said order was never bothered on ground because even top bosses did not try to understand the issue causing harassment to innocents.
Now Govt itself issued "Unified Building Bye Laws of 2021" in which again quoted for time bound NOCs & thereafter time stands fixed for BP case but it is again not bothered by the concerned officers on ground.
One example can be seen from a BP case No 1189, which was uploaded on 23.03.2023 & one moth has lapsed but DLM Section of Jammu Dev Authority is yet sleeping on the NOC till day raised a question on JDA, as Bosses stand informed.
In other case No 1062 , which was uploaded on 01.02.2024 in that also only DLM Section delayed the matter in issuing NOC needed to be acted upon but now despite lapse of 83 days the said BP case is waiting for its outcome in JDA needed to acted upon for non compliance of COBO Act & Unified BB of 2021.
It is a big question on handling officer of STP section, whether Officer after lapse of 07, 15 or 30 days bothered to inform VC regarding delayed NOCs or preferred to wait till end, to get NOCs despite lapse of time period as granted, no doubts a serious issue & needed to be acted upon to streamline the system in JDA.
