Revenue Minister emphasize on removal of encroachments from state and kahcharie lands


          SRINAGAR, May 23: Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari, today chaired an officers meeting to review the performance of the Revenue department and to take stock of its functioning as well.

          The meeting held threadbare discussions on updation of land records, implementation of J&K Public Services Guarantee Act (PSGA), status of Patwar Khanas, removal of encroachments from state and kahcharie lands and other concerned issues.

          Financial Commissioner, revenue Divisional Commissioner Kashmir, Secretary Revenue, Deputy Commissioners of Srinagar, Shopian, Kulgam, Pulwama, Kupwara, Anantnag, Ganderbal districts, besides ADCs and other officers of the Revenue Department attended the meeting.  

          On the status of girdawari, the Revenue Minister directed the DCs to complete the process in left-out villages in the Kashmir division and inform his office by June 15, 2016 about the same. He also asked them to complete writing of jamabandies, of as many possible villages, of land records by the end of June 2016.

          The Minister sought concept note from the Div Com for distribution and deliverance of pass books within 15 days.

          He, however, stressed for quality of work for maintaining reliability of the land records.

          About the issue of removal of encroachments from state and kahcharie lands, Bukhari directed the DCs to seek monthly reports from respective Tehsildars under their jurisdiction about the status of retrieved lands and their status. He directed them to submit the same to his office. 

          He laid emphasis on ensuring that retrieved lands are not grabbed back and called for a provision wherein posts defining the boundaries of retrieved lands are placed. He was informed that assistance under capex budget would be released for the purpose.

          During the meeting, Bukhari sought view point of DCs about how to proceed in cases of land conversion and change of land use, so that a government appointed committee can discuss them to assist government for formulating a policy regarding the issue.

          About the implementation of PSGA, the Minister called for creating awareness about the Act and said that officials should take lead in identifying areas of concern for effective redressal of grievances.

          The Revenue Minister said government is looking for amendments in rules and Acts to make the department more accountable, so as to improve its performance on the ground.

          He said to check deficiencies in the system, the government will rectify them in a sustained manner so that benefits of various government schemes and projects percolate to the people.
