JAMMU, May 13: Urban Transport Environment ImprovementCommittee was established vide Govt. order No. 190 HUD of 2001 dated 14.08.2001 regarding traffic management. Para 2 of the order speaks as “To consider & examine cases relating to permission for construction of………………….proposed to be constructed near or in the immediate vicinity main roads or on roads having high density of traffic”. High density of traffic speaks as plying of 180 to 240 vehicles in 1 Km length of road.
The said order speaks of Divisional Commissioner as Chairman, IGP, and IGP (Traffic), VC, JDA etc. as members. It is pertinent to mention that how the said order of UTEIC is misused by the team of big bosses speaks of violation of the Government order. It is pertinent to mention here that one plan of a lady at Birpur road was malafiedly sent for UTEIC NOC’s by JDA’s one officer despite all completed NOC’s, as required as per submit No. 209 dated 30.05.2013, who was later on compulsorily retired as dead wood.
A big negligence again done by Chief Town Planner, Member Secretary of UTEIC that he forwarded the plan of 2Kanal 4 Marlas to IGP(T), IGP, Jammu, VC.JDA, Commissioner, JMC, DC. Samba & SE.PWD, Jammu for NOC’s but as STP,JDA he did not put such objection on the same plan of 3 Kanals is a matter of concern to be looked into. However all the members accorded NOC’s dated 25.6.2015, 1.6.2015, 20.4.2015,21.5.2015 & 29.4.2015 but then also plan not approved. However in the meanwhile Residential plan sanctioned but the applicant requested JDA for sanction of commercial.
Shocking to mention that VC JDA vide No. VC/PS/2015/409 dated 21.8.2015 in ref. to Divisional Commissioner No. 402/1558-UTEIC/78 dated 18.08.2015 commented in para 10 as “It is to submit that proposed building fall on Birpur road which otherwise not very busy road &……as per Jammu Master Plan the mix land use is permissible on the said road”despite clear nomenclature Chairman withhold the sanction/clearance is a matter of concern speaks of harassment to a woman in violation of Art.14,16 of Constitution of India but big constructions like Banquets/Malls are sanctioned in Jammu to Samba without UTEIC NOC’.
It is pertinent to mention here that in a meeting of State Transport Advisory Committee held under the Chairmanship of Minister, Transport on 03.12.2015 the UTEIC was discussed. The meeting was attended by Divisional Commissioner Jammu, Secretary, Transport, Transport Commissioner, VC,JDA, RTO,Jammu/Kashmir etc. & other members. In minutes of meetings issued by Transport Commissioner dated 25.02.2016 in para 11 in the Column of Rahil Gupta, E-I-C of CTN & member, STAC, clearly speaks of illegalities & harassment to a woman is a serious matter of concern. Had the concerned officers bothered to look into for ATR of the said minutes of meeting? Woman Chief Minister of state should look into personally to give justice to a woman, who is suffering since last three years on the illegal act of such like big bosses & to ease the innocents in near future for such kind of illegal episodes?
