JAMMU, May 01: An emergency meeting of KAS Association was held here today during which a strong protest was lodged on a recent order issued by GAD Vide NO;493-GAD of 2016 DATED 29-04-2016 in which Ms. TAZAYUN MUKHTAR Secretary Srinagar Development Authority has been posted as EXECUTIVE DIRECTOR Jammu and Kashmir State Rehabilitation Council on deputation basis replacing a senior selection grade KAS OFFICER.
The officers expressed surprise the manner in which a 2004 Batch officer of Excise and Taxation Department who is still working on OPG basis against Time Scale of KAS has been posted on a post which was always held by a KAS Officer holding special Scale of KAS.
It was further said in the meeting that the KAS officers have pinned high hopes on the Hon’ble Chief Minister who has an agenda of good governance in her mind which she has expressed on a number of occasions. The participants were of the view that Hon’ble Chief Minister was committed to do justice with the prestigious service of the state. The service has suffered a lot during the last so many years for a number of reasons which shall be brought to her knowledge as soon as possible.
The officers were of the opinion that the political dispensation was aware of the problems which the members of the Association are facing but somehow these types of orders give a shock to the dedicated officers who remain waiting patiently for their upgradation.
It was not under stood as to why and how such proposals are being processed even which are not in consonance with the rules governing such issues. By posting a Commercial Taxes officer batch of 2004 whose interse seniority is pending adjudication in Hon’ble Supreme Court of India has been made to supersede more than 500 Officers for the reasons beyond the comprehension.
At a time when the KAS Officers Association `was about to take up the issues of posting of a large number of non KAS officers on cadre posts the Government has demoralized and humiliated whole lot of KAS Officers by posting a junior officer on a special scale post.
Instead of correcting the already committed mistakes the GAD has heaped a great deal of injustice on the 600 strong cadre KAS fraternities whose members are performing their duties throughout length and breadth of the state in taxing conditions.
A humble request was made to Hon’ble Chief Minister, worthy chief secretary and commissioner/secretary to Govt.GAD to kindly have the matter looked into and have the rectifications as are required made in order to restore the confidence of 600 strong KAS Officers .It was resolved that KAS Officers will not tolerate a junior level officer who is yet to be inducted into Time scale of KAS on a post which has always been held by a special secretary level officer.
