JAMMU, Mar 31: J&K Government has ordered a circular regarding Drawal of Salary/Wages for the month of March, 2016 in J&K. As per the circular issued by Comm Sec Finance deptt J&K , it states "The 'On Account Appropriation' for first quarter of 2016-17 has been approved by the Hon'ble Governor. As the formal authorization of funds for the financial year 2016-17 will take some time to reach the Controlling Officers / Heads of Departments and other field functionaries, the Treasury Officers are directed to entertain the bills presented at the Treasuries by the Drawing & Disbursing Officers on account of salary, wages, cash assistance to migrants, Outsourcing of upkeep and Maintenance & Repairs (to the extent of wage component only provided under this head for casual workers) and the Scholarship and Stipend (to the extent it relates to salary only) due for the month of March, 2016 and payable in April, 2016 in anticipation of formal authorization of funds.
However, the Treasury Officers shall ensure that no arrear claims on account of salary etc. are entertained without budget provision, as this authority is issued purely for drawal of salary, wages, cash assistance to migrants, Outsourcing of upkeep and Maintenance & Repairs (to the extent of wage component only provided under this head for casual workers) and the Scholarship and Stpnd (to the extent it relates to salary only) due for the month of March." 2019
