Good Step: Only  Electronic mode of payments from the treasuries of J&K State from 1st April 2016

JAMMU, Feb 12:  One more decision has been taken to curb corruption in state of Jammu & Kashmir, where only Electronic mode of payments from the treasuries of J&K State are applicable from  1st April 2016.

While speaking to Cross Town News , Finance Commissioner Navin Choudhary  in context to decision said , this will held in getting operations more efficient and time effective and also will put a stop on leakage.

Order states “It has come to the notice of the Finance Department that Drawing and Disbursing Officers (DDOs) after drawing bills from treasuries, gets the amount credited to their official bank accounts and thereafter make payments to the beneficiaries as per their convenience through cheques, resulting in delayed payment to the beneficiaries. The delays so caused at times compromises transparency and integrity of the Payment System and severe inconvenience to the beneficiaries.

2. In order to avoid delay in making payments to ultimate beneficiaries by the respective DDOs, it is hereby ordered that with effect from 1% April, 2016 the DDOs shall make payments to beneficiaries by directly affording credit to their bank accounts at the stage of drawal of the bill itself from the Treasury.

3. *The practice of first affording credit to the DDOs and then making payment through cheques shall be stopped and the DDOs are, therefore, barred(Cross Town News) to use Bank Cheque Books with effect from lSt April, 2016. 'they are advised to close the cheque books available with them and return the same to the J&K Bank under proper receipt.

 4. Chairman / Chief Executive Officer, J&K Bank is requested(CTN)  to issue instructions to the Business Units that they will not issue Cheque Books to any DDO without specific authorization from the Finance Department.

 5. The concerned Administrative Secretaries/Head of Departments/ Drawing and Disbursing Officers shall be responsible for putting in place the Electronic Mode of Payment System on or before lSt April, 2016 to avoid any disruption in the Payments”.
