JAMMU, Feb 03: Actions taken by the team of Deputy Commissioner, Udhampur Shahil Iqbal under the head of ADC Udhampur to burst the scam of Block Development Officer, Tikri have been appreciated by the masses. It is a well known fact that the said department is a hub of corruption from bottom to top for different kind of allegations. The said department is in the watch list of Vigilance Organization J&K.
It has been reported that following lot of complaints, a surprise raid was conducted in the office of Block Dev. Officer, Tikri by a team headed by ADC, Udhampur. The raid was conducted on the complaint of peoples of the said block with regard to non payment of the works executed under MNEREGA etc. by the BDO,Tikri. The pertaining record to payments was seized & a committee has been constituted to fix the responsibility & to find the cause regarding the matter.
It is not only the case in Tikri, if enquired in the other districts of J&K state, it shall be found everywhere. MNEREGA scam is known to all that the corrupt officers of the corrupt department had issued the job cards in the names of dead, Govt. employees & minors, which is under investigation by the Vigilance Organization & in the Court of Law.
The big bosses of the department are also known for giving additional charge to blue eyed ones for their vested considerations despite having other officers for the job. Lot of illegal promotions has been given by the big bosses of the department on fraud correspondence degrees despite knowing the facts that degrees through correspondence had made illegal by Supreme court of India, the said officers are still holding the posts speaks of clear vested considerations of the officers of RDD cannot be ruled out.
If enquired in actual by any competent enquiry agency, it shall be found that false utilization certificates of funds under MNEREGA should have been issued by the officers of the department just to get additional funds from the Govt. of India. It can be easily detected by verifying the date of utilization certificate of funds issued by the officer & details of cash balance in the banks shall bring the big fraud of the department out. It is also a matter of enquiry to see whether 6% of administrative charges fixed by Govt. of India are being utilized under MNEREGA & where, what for or used more than that in violation issued by Govt. of India to find the truth.
It is also a well known fact that few days back High Court ceased the drawing & disbursing powers of some of the Block Development Officers of Doda District for some kind of misuse of their official position. Vigilance Organization has also lodged so many FIR’s on Block Development Officers for irregularities committed in MNEREGA. Govt. if interested to detect more scams, it is the need of the day to make enquiry teams to inspect the works executed under all the schemes of the department. After verifying each & every work just for funds utilized since last three to four years in a particular panchyat, the truth will come out & it shall be found that how a huge amount of funds has been utilized in a particular village & what is the status of that village as per development in actual shall speak the truth.
