JAMMU, Oct 31: However, it is a big question on LG Office as a whole that LG, Manoj Sinha himself neither bothered to act on FCR, J&K, who has been authorized to hold the charge of since touching 06 years & Comm/Secy. Revenue for a long time along with boss of I&FC for a specified period for non compliance of LG's time bound Administrative Councils Decision No. 17/1/2022 dtd 29th Jan 2022, which was followed by 25th July 2024, in which even LG clearly specified the meanings of "KHADS"
Pertinent to mention here that whole issue of intentional harassment revolves around Shaleen Kabra, who is boss of Revenue as FCR & ACS, Revenue& I&FC, which office was to look into the matter but never acted upon by LG for his open & proved non compliance causing loss of crore per month by not allowing sale/purchase of such nomenclature lands despite no even drain flowing nearby & other side caused hinderances in new developments in those areas, which is the proved case of public harassment, non compliance of LG, intentional delays in public works etc etc.
However, Omar Abdullah after taking over the charge as CM by understanding the problem of public, processed the case to resolve the issue, which was created by Revenue & I&FC Department & thereafter not complied LG's 02 Administrative Councils Decisions followed by Revenue Departments Govt Orders, cleared the issue as per the ground reality's but thereafter the Government is to reply to the queries raised by Lieutenant Governor Manoj Sinha to the Jammu and Kashmir Water Resources (Regulation and Management) Act-2019 which proposed to give proprietary rights to citizens over their land which has incorrectly been classified as ‘Khad’ and doesn't serve as a water course.
One of the major queries pertains to the amendment which provides that where any portion of such proprietary khad land continues to constitute a means of flow or drainage of water, the Government shall cause such portion to be delineated and demarcated from the remaining proprietary khad land within four months from the commencement of the proposed amendment in the Act. How such a process can be completed within four months''? & said a clause is likely to be added in the bill for extension of the timing from four months if the process isn't completed within the stipulated period?
But, it raised some questions on LG Office that if LG is so particular for time period of early disposal of their issue by Govt, why not LG considered approvals accorded by him by which which LG himself allowed 03 months time to resolve the said issue by a detailed order but never bothered to act for his non compliance & thereafter LG again approved another ACs Decision dtd 25th July 2024 over the same issue but thereafter again FCR & Revenue Secretary & big boss of I&FC slept over the matter, raised some questions on officers of LG Office for supporting his non compliance & delay tactics?
However, mainly Revenue & Jal Shakti Department under Shaleen Kabra, Revenue & Jal Shakti(I&FC) are concerned departments of the Government are to reply, but one can imagine if under same big boss till day there was no ouctcome on LG's ACs Decision, what one should expect in near future from the same big boss?
One should understand & note that said quarry of LG again delayed the issue as once the bill is drafted, it will go again to the UT Government Cabinet for approval. Following Cabinet nod, it will be sent to the Lieutenant Governor for clearance & & if the bill gets nod from all quarters, it will be introduced in budget session of the Assembly in Jammu in February-March next year.
It is to mention here that, after observing no actions on LG's 02 AC's Decisions followed by Govt orders CM had constituted a Sub-Committee on September 15, 2025 under the chairmanship of Deputy Chief Minister Surinder Choudhary to examine and address the issue of khads.
The Sub-Committee submitted its report to Chief Minister Omar Abdullah on September 10, 2026 and it was desired that the matter may be examined and processed by the Law Department.
The Law Department examined the issue. Subsequently, the inter-departmental consultations were held with Jal Shakti and Revenue Departments.
