Jammu, Aug 31: J&K Govt regarding Regular Departmental Action (RDA) against Mr. Bodh Raj, the then Accounts Officer, State Health Agency vide Government Order No: 267 -F of 2026 Dated: 31.08.2026, details with CTN read as under;-
WHEREAS, the General Administration Department, vide O.M. No. GADADM0III/121/2023-09-GAD dated 19.11.2024, intimated that Mr. Tarsem Lal (Sr. Assistant) and Mr. Satpal Verma (Jr. Assistant), employees of the erstwhile JAKFED, overstayed in service beyond their superannuation age of 58 years while deployed at the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), State Health Agency (SHA), J&K, resulting in an unauthorized expenditure/loss of ₹36,29,308/- (Rupees Thirty-Six Lakh Twenty-Nine Thousand Three Hundred Eight only) to the Government exchequer; and
WHEREAS, the Chief Executive Officer, State Health Agency, vide communication dated 30.08.2024, reported that the incident occurred during the tenure of the then Accounts Officer, Mr. Bodh Raj, who was custodian of and responsible for maintaining the service records of the said officials, and requested that accountability be fixed for failing to verify records in a timely manner; and
WHEREAS, on the recommendation ofthe General Administration Department, disciplinary proceedings were initiated against Mr. Bodh Raj, the then Accounts Officer, and Articles of Charge were served upon him vide Memorandum No. DGAT/PS/DR/171 dated 04.06.2025, to which he submitted his written statement of defence dated 17.06.2025 requesting dropping of the charges; and
WHEREAS, Mr. Ashok Kumar, Director Finance, was appointed as Inquiry Officer vide Government Order No. 227-F of 2025 dated 01.09.2025 to conduct a formal inquiry into the charges framed against Mr. Bodh Raj; and
WHEREAS, the Inquiry Officer submitted the inquiry report vide No. DF/FCS&CA/PS/06/Sgr. dated 06.07.2026, concluding as under:
"After careful examination of the documentary evidence and the written statement of defence submitted by the charged officer, I am inclined to accept the explanation furnished by him and do not find him guilty of the charges levelled against him. However, considering that the charged officer exercised overall supervision over the custody and maintenance of the service records of the retired officials, it would have been prudent on his part to periodically review the service books and verify entries relating to annual increments and dates of superannuation... Nevertheless, this lapse does not, in my view, constitute misconduct warranting disciplinary action.
Accordingly, it is recommended that the charged officer be issued a warning to exercise greater diligence and caution in the discharge of his supervisory responsibilities in future."
WHEREAS, the findings of the Inquiry Officer along with the reply of the charged officer were carefully considered and placed before the Competent Authority with a recommendation to accept the inquiry report, exonerate the officer of the formal charges, and issue a warning advising caution in future;
NOW, THEREFORE, based on the facts and circumstances of the case and with approval of the Competent Authority, Mr. Bodh Raj, the then Accounts Officer, State Health Agency, J&K, is hereby exonerated of the charges framed against him, and the Regular Departmental Action (RDA) case is hereby closed.
However, the officer is warned to exercise greater diligence and caution in the discharge of his supervisory duties in future.
