DC Kishtwar seeks  Drug-Free Office Certificates from DDOs after obtaining duly certified self-declaration forms from all Govt Employees

Kishtwar, August 31: Deputy Commissioner Kishtwar, Pankaj Kumar Sharma (JKAS), today chaired a meeting of the District-Level Narco Coordination Centre (NCORD) to review the preventive, rehabilitative, and enforcement measures being undertaken by the concerned departments to curb drug abuse and illicit trafficking in the district.

At the outset, District Social Welfare Officer, Kishtwar, Sh. Tariq Parveaz Qazi (JKAS), presented the Action Taken Report (ATR) on the decisions taken during the previous NCORD meeting.

The Deputy Commissioner directed all concerned district heads of line departments to ensure the active participation of designated resource persons and officials in the IEC campaign under the ongoing Nasha Mukt Bharat Abhiyan every Monday.

He cautioned that any negligence or non-compliance in this regard would be viewed seriously.

It was informed in the meeting that 8 kanals and 15 marlas of wild cannabis have been destroyed to date.


The Deputy Commissioner directed the Excise and Taxation Department, Kishtwar, to continue and intensify enforcement measures against the illegal cultivation of cannabis and to ensure the proper destruction of all identified cannabis crops across the district in accordance with the prescribed legal provisions and Standard Operating Procedures (SOPs).

The Deputy Commissioner directed all concerned SDMs and BDOs to ensure strict compliance with the directions issued in this regard.

The Deputy Commissioner instructed the ADC, Kishtwar, to convene regular meetings with courier service operators and postal service providers operating in the district and to direct them to ensure reporting of bogus parcels and suspicious packages, proper maintenance of records, and prevention of the transportation of unauthorised Schedule H drug consignments through courier services.

The Drugs Control Officer, Kishtwar, apprised the Deputy Commissioner that 92 percent computer billing system coverage and 95.69 percent CCTV installation have been completed in medical shop establishments across the district.

The DC directed the concerned department to complete CBS and CCTV installation in all remaining medical shop establishments.

The Deputy Commissioner further directed the School Education Department, Kishtwar, to ensure that all remaining educational institutions are declared Tobacco-Free Educational Institutions in strict compliance with the TOFEI guidelines.

The Deputy Commissioner directed all Sub-Divisional Magistrates and Tehsildars to expedite the declaration of pending Panchayats as "Nasha Mukt" in accordance with the prescribed Standard Operating Procedures (SOPs), ensuring due verification and active community participation.

The CMO, Kishtwar, apprised the meeting that all drug test kits have been distributed among the concerned departments.

The DC directed all concerned departments to effectively use the test kits on suspects and to ensure that the results and outcomes of the tests are submitted to his office on a timely basis.

All remaining Drawing and Disbursing Officers (DDOs) were directed to furnish Drug-Free Office Certificates after obtaining duly certified self-declaration forms from all government employees.

The DC emphasized the need for continuous monitoring of suspicious drug consignments, particularly those routed through courier networks. The DC strictly directed all concerned departments to submit the ATR to his office on or before the 20th of every month. The meeting was attended by ADC Kishtwar, Sh. Muneesh Bhagat; Nodal Officer ATF Kishtwar, Dr. Hariss (virtually); officers from various concerned departments; and representatives from GDC Kishtwar, GDC Chatroo, and other concerned staff.
