Jammu, July 15: No doubts, there were lot of officers, who hold top posts in H&UDD & JMC, only prefer to adopt pick & choose in according sanction to higher posts despite having no posts in RRs of 1970, which raised a pointer towards the working of concerned officers of the time?

However, Cross Town News is in possession of lot of such orders, by which promotions has been accorded by H&UDD & JMC, Commissioners in open & proved violation of RR's of JMC, which raised a question of "Doubtful Integrity" on the part of concerned Officers?

However, if Crime/Vigilance verify the cases of higher placements made by Commissioners of JMC from 2010 onwards shall detect a scam of adopting "Pick & Choose", which provenly speaks of vested considerations on the part of concerned Officers of the time?

But, Cross Town News is in possession of some documents, wherein some innocents made "Single Out" in the pretext by quoting the rider that "Recruitment Rules" are not in operation but in selected cases "Recruitment Rules" word was thrown in dust bin, no doubts a serious concern, needed to be enquired by a high level committee on higher placements made by JM since 2010 till date, which shall detect a scam & prove violation of Art 14 & 16 of Constitution of India.

However, now 56-Year Wait has ended with Recruitment Rules, but despite that yet JMC employees still awaiting Justice through promotions, as one boss, Jt Commissioner(A) openly adopting his own means in processing DPC cases by adopting "Pick & Choose" raised a pointer towards his working & if all DPC cases considered during his tenure, if enquired w.r.t. "Recruitment Rules" of JMC shall detect a scam of illegal higher placements & that too in open violation of RR's of JMC?

However, despite knowing the facts, the boss JC(A) is openly allowing one Kapil Khajuria to work as Building Office in JMC in open violation & non compliance of Govt Order issued by H&UDD on Mr Khajurias posting in JMC, if enquired shall bring the truth on ground?

It is to mention here that, after publications by Cross Town News over delay in finalization of RRs of JMC, ultimately, the notification of the Jammu Municipal Corporation (Gazetted) & (Non Gazetted) Service Recruitment Rules, 2026 were issued on dated 15 June 2026 after an unprecedented wait of nearly 56 years.


The rules not only established a structured service framework but also clearly envisaged promotions through the Departmental Promotion Committee for eligible officers wherever promotion is the prescribed mode of recruitment.

However, despite the notification of these long-awaited Recruitment Rules, no State Level Departmental Promotion Committee has reportedly been convened for eligible officials falling within the ambit of S.O. 168.

This has caused widespread disappointment among deserving officers who have been waiting for career progression for years. It is a matter of serious concern that while senior officers and higher administrative functionaries receive promotions in a time-bound manner through established procedures, similarly placed officers and employees of the Jammu Municipal Corporation continue to wait indefinitely.

Such a disparity raises an important question: If all are government employees serving the same administration, why should timely promotional opportunities be available to one section while being denied to another?

The notification of the Recruitment Rules itself is widely viewed as the result of the persistent efforts of the Commissioner/Secretary, Housing & Urban Development Department, Ms. Mandeep Kaur who ensured that a long- pending issue spanning over five decades was finally resolved.

The issuance of these rules has provided a clear legal framework for appointments and promotions within the Corporation. Employees now expect the next logical step—the holding of the State Level DPC—so that eligible officials receive promotions strictly in accordance with the notified Recruitment Rules.

The continued delay risks defeating the very objective behind notifying the rules and adversely affects employee morale, administrative efficiency, and career progression.

The employees have, therefore, appealed to the Hon'ble Chief Minister, who is the Minister In-charge of the Housing & Urban Development Department, Commissioner/Secretary, H&UDD, & above all to Dr Devansh Yadav, Commissioner, JMC to intervene and ensure that the State Level DPC is convened without further delay.

The employees believe that timely promotions are not merely a service benefit but a matter of administrative justice and equal treatment. With the Recruitment Rules now in place, they hope that the long-awaited process of promotions will finally commence, bringing an end to years of stagnation and recognizing the dedication and service rendered by deserving officers of the Jammu Municipal Corporation.
