Otherwise it is a law & rule matrials should be purchased at the time when are in need to be utllized otherwise procuring HDPE/GI Pipes without requirement by concerned Engineer is questionable on the the part of purchasing officer needed to taken into account by House Committee on JJM to enquire the root cause of such a huge purchase.
