Jammu, Apr 26: The case of misuse of powers by Ravinder Kumar, STP of Jammu Development Authority & his team, who signed NOC of different kind of Building Nomenclature to other Commercial items in violation of Rules & Acts, which was not mentioned in the basic lease deed executed 15 to 20 years back by Jammu Dev Authority itself & other Lease Deed modified on 10.10. 2013, raised a proved case of vested considerations on their part by losing their utility in the administration as per Art 226(2) of J&K CSR.
The said NOC issued by the boss STP. otherwise is ATP, Ravinder Kumar does not quote any request by JMC or any Authority over the issue, so it is the matter of high level enquiry against Ravinder Kumar, designated CTP & his team that whether such NOC is justified as per Law & rule in ref to basic Lease Deed executed by Jammu Dev Authority? Was it at attempt to favour Under construction Hotel at prime location in Jammu.
Other, question on said CTP is on Notice Under Sec 50 of J&K Development of 1970 for releasing of plot from terms & conditions of "Proposed Road" by which then CTP, Jagdish Hans & VC, JDA rejected one BP Case for which enquiry was ordered by then Pr Secretary, H&UDD & following which then VC JDA submitted detailed report vide No. JDA/CTP/000176/388 Dated. 1.10.2022 by quoting "Wrong & illegal rejection of BP Case" by Jagdish Hans, then CTP but himself put new condition of rejection of "Proposed Road".
Following which grievance was filed to LG & thereafter Mandeep Kour, Comm/Secy. H&UDD called applicants representative, Bhawani Rakwal, VC, JDA & same Ravinder Kumar, STP in her Office Chambers & directed to clear the matter of BP Case as was rejected on wrong & illegal facts & above all as JDA being the custodian of Master Plan never bothered to correct its wrong doings in Master Plan of 2032 & the complaint was disposed but the boss CTP neither processed the case nor communicated to any officer if any clearance required but preferred to sleep, despite so many documents wsaped to him.
But, not clearing the BP Case applicant moved Notice under Sec 50 to VC JDA with due receipt in Feb 2022 followed by countless reminder but nothing was done but in RTI reply the boss Ravinder Kumar STP said the applicant should submit Notice under Sec 50 to Govt but not to VC JDA, raised some questions that if Notice was submitted to VC followed by reminder by mails not acted up to 03 years, if VC JDA is not govt in said issue, should have forwarded said Notice to Govt, who so ever to resolve the issue but act & reply of Ravinder Kumar, CTP again failed to perform his duties.
