JAMMU, APRIL 16 : Commissioner, Jammu Municipal Corporation, Jammu Devansh Yadav has acted tough on Violators.
JMC, under Devansh Yadav , has issued notices to Building owners for allowing to establish Bank branches in residential plots , especially in areas where it is casuing Traffic issues.
It is to mention here that one Bank of India branch was started at a residential plot 278, Channi Himmat on March 31, 2026 without any valid permission and land use change from residential kind to commercial, following which, the Jammu Municipal Corporation, in an order, has ordered immediate stoppage of the business operations.
Taking cognizance of the public outrage against newly opened bank branch, the JMC, Commissioner, Dr Devansh Yadav vide order No. JMC/ENF/ 116-21 dated 10/4/2026 has ordered stoppage of business operations (Bank of India) situated at H.No-278 Sec.02, Channi Himmat, Jammu Ward No.50.
Notice Copy with CTN read as “Whereas, a notice under section 253 (1) read with 258 of the J&K Municipal Corporation Act, 2000 was issued vide No. JMC/DC(S)/Enf./730-34 dated 15.12.2025 for illegal conversion of house from residential to commercial without any valid permission from Jammu Municipal Corporation;
and Whereas, as per section 258 of J&K Municipal Corporation Act 2000: No person shall, without the written permission of the Commissioner, or otherwise than in conformity with the conditions, if any, of such permission—(b) change or allow the change of the use of any land or building, (c) convert or allow the conversion of one kind of tenement into another kind. Whereas, Channi Himmat, Jammu is a plotted Housing Colony under J&K Housing Board, and it has its own Zonal/Layout Development Plan and every development/construction has to be done as per the plans which specify/earmark/define/classify the areas for residential, Commercial Shops, Playground.///.....
and Whereas, in response to above said notice applicant submitted a reply that the building Owner allegedly committed land use change on her own, No NOC obtained from J&K Housing Board & valid permission from JMC .
It added that commercial activity by banks in zonal planned residential colonies a source of nuisance & if business of operations not stopped henceforth, criminal proceedings may be initiated against owner & Bank of India.
