Jammu, March 11: Unified Building Bye-Laws (UBBL), 2021 is a welcome step by the Government as lot of issues were clarified in it, whereas previously CTPs rejected lot of BP cases by quoting various terms & conditions, which were not in Master Plan, one BP Case illegally rejected by JDA CTP & his team CTP/JDA/BPC/1039-41 dtd. 02.02.2021, followed by wrong observations by one VC in an enquiry report submitted to Govt vide No. JDA/CTP/000176/388 dtd. 1.10.2022 but.....
It is the need of the day is to clearly demarcate hilly areas, plain areas, and core urban zones within the Master Plans of all towns and cities, thereafter building regulations within UBBL can incorporate specific norms to each category as with proper zoning and its implementation, building bye-laws can ensure balanced development.
Without revised Master Plan ,Zonal Plans , UBBL Amendments cannot be fully effective.
