Learned A.A.G. has not filed the better compliance report as per direction of this Tribunal dated 12.12.2025.
It is submitted by the learned counsel for the petitioners that due to non-compliance of interim direction by the respondent no. 4, the petitioners, who are class-IV employees are suffering badly as they are getting reduced salary to almost half, which they were getting earlier.
Respondent no. 4 (Mr. Bharat Vikas Sharma, Executive Engineer, PHE Doda) has appeared through virtual mode and defended his action for non compliance of the interim order dated 09.10.2025 whereby a direction was given not to act upon the communication dated 03.07.2025 of respondent no. 2 viz-a-viz withdrawal of benefit already granted to the applicants in terms of SRO 149.
Ex-facie, this is a fit case for framing ROBKAR proceedings against the respondent no. 4 under The Contempt of Courts Act, 1971, however, before framing ROBKAR against the respondent no. 4, he is directed to appear before this Tribunal physically on the next date at 11:30 AM with his explanation.
