SRINAGAR, Dec 25: The Crime Branch Kashmir today again filed a charge sheet in FIR No. 54/2023 before the court of the 4th Additional Munsiff Judge, Srinagar, against Fouzia Afzal, a Class-IV employee posted in the office of the Deputy Commissioner, Srinagar in a case related to fake job appointments and land allotment fraud .
The accused has been booked under Sections 419, 420, 467, 468 and 471 of the IPC for allegedly duping several people by issuing forged allotment orders of shops and residential plots, and fake appointment orders.
The case was registered following a complaint alleging that the accused issued fake allotment orders for shops at Jehangir Chowk, five-marla plots at Bemina, and appointment letters for Junior Assistant posts in various Government departments, it added.
Investigators found that the forged documents carried fabricated signatures of the Additional Deputy Commissioner, Srinagar, and a fake seal of the District Magistrate, Srinagar.
The statement said that during the investigation, the EOW found that the accused had allegedly collected lakhs of rupees from unemployed youth and other individuals on the false promise of providing Government jobs and land.
The accused acted in her personal capacity after office hours and impersonated senior Government officials from departments including the Deputy Commissioner’s Office, Srinagar Municipal Corporation and the Divisional Commissioner’s Office, Kashmir.
The investigation also revealed that the accused is a habitual offender, with multiple FIRs registered against her at various police stations in Srinagar district, while several other complaints are under investigation by the Crime Branch.
The accused has already been placed under suspension, and a departmental inquiry has recommended her premature retirement under Article 226(2) of the J&K Service Conduct Rules.
The investigation in the case has been concluded as proved, and the matter is now before the court for judicial proceedings.
