JAMMU, Oct 22: Present VC, JDA, Rupesh Kumar, is trying to streamline the system but some Officers are acting the other way around in JDA.
Some Officers/Officials are playing delay tactic by causing intentional delay in public works, which otherwise speaks of severe corruption than financial corruption, which even stands quoted even by Manoj Sinha, LG, J&K.
However, in first VC, JDA can verify the status of reconstructed missing files in JDA as stands ordered by Govt by constituting a Committee & thereafter can see the outcome on communication of Div Com Jammu vide No 902/DivCom/P&S/296/132-22 dtd 16.05.2025 by which some reports were sought by 3 PM on the same day over an encroachment of 16 Marla land by JDA, shall speak that whether file was put up to him by concerned officers or as usual put in dustbin quota?
Now, VC JDA can crackdown on concerned officers for proved lack of knowledge, causing intentional delay in public works over an undesired issue of "Proposed Roads" in Master Plan of 2032, which was notified in March 2017, but none of officers of JDA bothered to notify any of so called "Proposed Road" but allowed illegal Building Constructions in said proposed roads without Building Permission cases causing loss to Govt Exchequer to tune of crores, but, one who applied for BP case nearby was rejected by STP or CTP by quoting illegal observations, which were not in MP of 2032 which is biggest question on officers of CTP section, Khilaf warzi Wing & VCs of the time because none acted despite publications & observations by Pr Secretary, H&UDD?
However, J&K Development Act of 1970 clearly reads in Sec 50 of Act speaks that ... ......if govt fails to acquire land within a period of 06 months from date of receipt of notice, the MP/ZP shall have effect after expiry of 06 months , which reads as per below snapshot of the Act
It is to mention here that however, it should have been treated as a Notice of each and every representation submitted by applicant or her husband after illegal rejection of BP case by then boss Jagdish Hans, CTP & his proved incompetent team with illegal & wrong observations, which were countered by CTP of TPO after a report sought by then VC but the case was thrown here & there by incompetent officers with lack o knowledge or with some malafidies never acted upon by any of the VC & still on tables of officers for deemed sanction despite continuous representations with due receipts but due to lack of knowledge, none is able to reply, speaks of deemed sanction on their fault
However, applicant with due receipt dated. 14.02.2024 from JDA submitted a Notice to VC JDA, over Section 50 to close chapter of so called "Proposed Road" over her BP Case, copy is with possession of Cross Town News but strange till on today dtd. 23.10.2025 , none of the officer of JDA has bothered to act over the said Notice speaks of so called "WORK CULTURE" in Jammu Development Authority needed to be acted upon with iron hands to streamline the system in JDA to ease the public for their genuine works in time bound manner.
However, VC JDA just to see efficiency of JDA Officers on disposals can verify the outcome of Div Coms letter dtd. 20.09.2023, related to same issue on harassment by JDA Officers over so called MP 0f 2032?
