Srinagar, Oct 13: It is a big question on the office of LG in first for not acting FCR, Revenue ACS, Jal Shakti, Secretary, Revenue & DC's & other top Revenue Officers & CE of I&FC who is the authority to notify Khads, Nallahs width as per HFL &LFL & hydraulic modelling etc etc for not bothering for its 02 Decisions of Administrative Council dtd 29th Jan 2022 & dtd 25th July 2024, which were further followed by Govt Orders of Revenue Department to decide the issue of so called "Water Bodies" by delineating Khad Lands from actual Khads in compliance to SRO-456 of 2017 issued in compliance to DB's orders in WPPIL of 2016?
No, doubts, it was framed to clear the doubts of word "WATER BODIES" of State Water Policy of 2010 because without reading & understand the each & every word in "OBJECTIVES" of the said policy, Revenue Officers of J&K are still harassing public by stopping sale/purchase of Gair Mumkin Khad nomenclature lands, even constructed building , existing in thickly populated areas with even no "NALLAH" nearby causing mental harassment to innocents, who wanted to sell for financial reasons & other side causing loss of crores to JKUT Govt by way of Stamp Duty Fee & other taxes, needed to be enquired & acted upon to act on incompetent team of top officers?
However, following previous meetings over the issue since years, which is not being decided, again Chief Secretary, Atal Dulloo, today directed the Forest Department to compulsorily undertake geo-tagging of all water bodies across Jammu and Kashmir to facilitate their protection, conservation, and scientific management. But, it shall remain an unsolved question that if "Water Bodies" are notified yet by the Govt itself, which is creating a undesired nuisance for general public, then how these can be geo tagged?
He issued these directions while chairing a high-level meeting convened to review the progress of the Jal Shakti Abhiyan: Catch the Rain (JSA: CTR) campaign being implemented throughout the Union Territory.
The meeting was attended by Additional Chief Secretary, Jal Shakti Department, Shaleen Kabra; Principal Chief Conservator of Forests; Commissioner Secretary, Forests; Commissioner Secretary, Social Welfare Department; Divisional Commissioner, Kashmir; Secretary, School Education; Secretary, Rural Development Department (RDD) and other senior officers.

The Chief Secretary underscored the need for seamless coordination between the Jal Shakti Department, Forest Department, and RDD to ensure comprehensive identification and geo-referencing of all water bodies both in forest and non-forest areas within the next month.
He stressed that this exercise is crucial to formulating future strategies for conservation and must be completed before the onset of snowfall in the winter zone areas.
Calling for concerted and time-bound action, the Chief Secretary maintained that we must act with urgency to mitigate the challenges posed by climate change and ensure that our water resources are secure for future generations.
Speaking on the occasion, ACS, Jal Shakti Department, Shaleen Kabra, highlighted that the Jal Shakti Abhiyan provides a robust platform to assess and accelerate progress in water conservation and management across the region but did not spoke a word on the issue of so called "WATER BODIES" & Hydraulic Modelling for which he is very much interested in papers but he added that the campaign is now transitioning from the planning phase to intensive, community-driven implementation, emphasizing that water security and sustainability form the core objectives of the initiative.
The ACS informed that 100% District Water Conservation Plans have been prepared and uploaded for all 20 districts of Jammu and Kashmir on the JSA Portal but as FCR since touching 05 years & also as ACS Jal Shakti, he still could not act to resolve the issue of Gair Mumkin Khad nomenclature Lands, which are thickly populated areas with no any even small nallah nearby raised some questions on his working?
It was reiterated that the Jal Shakti Abhiyan continues to align its activities around the five key interventions constitutes Water Conservation and Rainwater Harvesting, Renovation of Traditional and Other Water Bodies, Reuse of Water and Recharge Structures, Watershed Development, and Intensive Afforestation but....?
