JAMMU, Sept 29: There are questions on Revenue Secretary, FCR, Div Com, DCs & CE, I&FC for creating confusions on "Water Body" issue causing harassment to thousand of innocents & other side loss to JKUT Govt to hundred of crores per month by way of Stamp Duty Fee & other taxes by stopping sale/purchase of Gair Mumkin Khad lands nomenclature lands without any Govt Order even in constructed Houses & lands in plain areas?
It is to mention here that a SRO 456 was issued in compliance to DBs orders in a CPPIL to clear the issue of "Gair Mumkin Khad lands" dtd 25th Oct 2017 but was not cleared by Div Com/DCs being adjucating officers & thereafter by quoting the SRO, Present LG , himself by quoting the SRO cleared ACs Decision No 17/1/2022 dtd 29th Jan 2022 by which 03 months were granted to DCs to clear the issue but was not bothered.
LG again cleared one more ACs Decision dtd 25th July 2024 over the same issue in which meaning of "KHAD" was clearly mentioned but till today after lapse of 14 months of the said Decision, which was followed by Govt Order, nothing has been done as SoPs has not framed, which has been clarified by then DC Jammu vide no. DCJ/SQ/Misc-Comp/2025-26/1923-24 dtd 26.07.2025.
Above all it is to mention here that Anshul Garg, as DC Jammu wrote "Neither there was a ban on such nomenclature nor is any ban" vide No. DCJ/SQ/GMKHAD/2021-22/1671-72 dtd. 06.07.2021
Now, today, Lieutenant Governor called for a crackdown on encroachments along water bodies in the Union Territory and urged people and the administration to create a movement for it but if LG along with so called competent team of FCR, Revenue Secretary & others could not clear the detailed definition of so called Water Bodies & define/demarcate such spots, how water bodies be established?
The LG termed the recent floods in Jammu as a major catastrophe in the region unseen in the past, and said that losses have also been enormous with more than 4,000 houses damaged, over 3,237 kilometres of roads affected and more than 70 major bridges destroyed.
He added that we exhort the officials to crack down on encroachments along the water bodies & Citizens must report encroachments on natural resources in their respective areas to the authorities. Let us unite to rebuild a stronger, more secure future.
